BRETON, WHO OVERSEES THE EU ENFORCEMENT OF NEW SOCIAL MEDIA RULES SET IN

IN RESPONSE TO THE LETTER, X CHIEF EXECUTIVE OFFICER LINDA YACCARINO SAID: “THIS
IS AN UNPRECEDENTED ATTEMPT TO STRETCH A LAW INTENDED TO APPLY IN EUROPE TO
POLITICAL ACTIVITIES IN THE US. IT ALSO PATRONIZES EUROPEAN CITIZENS, SUGGESTING
THEY ARE INCAPABLE OF LISTENING TO A CONVERSATION AND DRAWING THEIR OWN
CONCLUSIONS.”

ACCORDING TO REPORTS, BRETON’S WARNING TO MUSK HAD SURPRISED MANY WITHIN THE
EUROPEAN COMMISSION WITH SOME REPORTEDLY SAYING “THE EU IS NOT IN THE BUSINESS
OF ELECTORAL INTERFERENCE” AND “DSA IMPLEMENTATION IS TOO IMPORTANT TO BE
MISUSED BY AN ATTENTION-SEEKING POLITICIAN IN SEARCH OF HIS NEXT BIG JOB.”

AURA SALLA, A NEWLY-ELECTED MEMBER OF THE EUROPEAN PARLIAMENT, EXPLAINED: “THIS
IS NOT HOW THE DSA CAN BE ENFORCED.”

SALLA, META’S FORMER TOP LOBBYIST IN BRUSSELS, ADDED: “WITH THE DSA THE EU

RULES THAT THE VERY LARGE ONLINE PLATFORMS UNDER THE DSA HAVE TO AGREE WITH, BUT
“THE TIMING AND WORDING WERE NOT COORDINATED WITH THE PRESIDENT [URSULA VON DER

Well, the United Nations set the path “to bring multilateralism back” with the
adoption yesterday of the Pact for the Future, after nine months of
negotiations. At the start of a two-day Summit of the Future, UN nations adopted
this new blueprint for the future to tackle wars and crises, as well as climate
and technological challenges facing humanity. UN Secretary-General Antonio
Guterres described it as a landmark agreement that is a “step-change towards
more effective, inclusive, networked multilateralism.” The new Pact tackles
issues like peace and security, global governance, sustainable development,

sustainable digital future. World leaders pledged to bolster the multilateral

vote, however, faced a brief delay when Russia’s deputy minister of foreign
affairs, Sergey Vershinin, introduced an amendment, emphasising the “principle
of non-interference in the internal affairs of states.” Russia’s objections were
backed by allies Belarus, North Korea, Iran, Nicaragua and Syria, but its
amendment was overwhelmingly dismissed in a motion to take no action. #unga

Something a bit unexpected came out of the recent keynote speech by European
Commission President Ursula von der Leyen opening the new academic year at the
College of Europe in Bruges, Belgium. And that is: over-regulation and
competition with Silicon Valley — heavily-inspired by corporate lobbying
campaigns, and backed up by high-profile reports by Letta and Draghi. “A
start-up from California can expand and raise money all across the US,” she
said. “But our companies still face way too many national barriers that make it
hard to work Europe-wide, and way too much regulatory burden.” Just last week,
MEP Aura Salla of Finland, a former public policy executive at Meta in Brussels,
told the European Parliament: “we are losing this game.” She added: “We need to
stop giving big speeches on Europe’s competitiveness and wanting to have
European digital champions if we suffocate them with regulation at the same
time.” Salla warned: “Regulatory burden, uncertainty and lack of capital to grow
are among the reasons for companies to leave the EU. We must enable and not
restrict use of data. We are losing our best and most promising companies to
more agile markets. Finnish innovative start-up Solar Foods is struggling to
launch their products here due to our heavy approval processes.” In September,
Cristiano Lima-Strong at the Washington Post wrote that the departures of
European Commissioners Thierry Breton and Margrethe Vestager “mark the end of an
era for tech regulation in Europe, which has been the global epicenter of
efforts to rein in giants like Google, Apple and Microsoft for much of the past
decade.” Von der Leyen, in her speech in Bruges, did not mention technology and
innovation specifically, nor she spoke of Silicon Valley. But mentioning
California was a clear reference to the tech industry and tech startups. Not
much else was said about tech. Nothing about artificial intelligence or

Italian Prime Minister Giorgia Meloni has returned to Rome after a brief
vacation in Puglia — where in July she hosted the G7 Summit — with her daughter
Ginevra. But she’s not the only world leader retreating for the summer
vacations, like US President Joe Biden, Canada’s Prime Minister Justin Trudeau,
and French President Emmmanuel Macron. In a light-hearted video, Meloni
announced her return to the Italian Capital, humorously addressing her critics
by saying, “Eccomi qua, sono ricomparsa” (Here I am, I’ve reappeared). She
expressed gratitude for the opportunity to rest and spend time with her
daughter, acknowledging she’s lucky to be able to take a break. She added: “I’ve
never stopped working, I continued to follow what was happening, and continued
to fulfill my duties and responsibilities” as Prime Minister of Italy. Meloni
concluded: “I’m going to put my renewed energy to good use. I’m ready. Thank
you, I’m ready to continue my job with even more determination.” On this side of
the Atlantic, Biden is currently on vacation in his summer house in Delaware,
while continuing his duties. American Presidents on both sides of the aisle have
been taking vacations since the very beginning. For example, Abraham Lincoln
would spend his summers away from the White House. Former President Donald Trump
spent a little over a quarter of his presidency, around 380 of his 1,461 days in
office on personal trips. Barack Obama took 328 days off during his eight years
in office, and George W. Bush took 1,020 days off in eight years. Canada’s
Trudeau headed to British Columbia in July, where he was on vacation with his
family for about 10 days. He will reimburse the equivalent of a commercial
airline ticket for himself and his family, and will pay for his family’s stay.

In December last year, the European Council — the European body that controls
the political agenda of the EU, composed by the heads of government of all 27 EU
members — agreed to open formal accession procedures with Ukraine and Moldova.
This formally opened the road to their potential membership in the European
Union. Last week, Ursula von der Leyen, about to start a second term as European
Commission President, was on a Western Balkan tour to talk enlargement — which
continues to be a “top priority” for the EU. She had stops in Albania, North
Macedonia, Bosnia and Herzegovina, Serbia, Kosovo, and Montenegro. In fact, in
April 2024, the EU Council agreed to a new Growth Plan for the Western Balkans,
which includes a €6 billion Reform and Growth Facility for 2024-2027. The plan
aims to bring some of the benefits of membership to the region in advance of

Tech billionaire Elon Musk will present Italian Prime Minister Giorgia Meloni
with the Atlantic Council’s Global Citizen Award at a ceremony on September 23,
when she visits New York for the United Nations General Assembly. Other honorees
this year include Nana Addo Dankwa Akufo-Addo, President of the Republic of
Ghana, and Kyriakos Mitsotakis, Prime Minister of Greece. Previous recipients
include Ukraine’s President Volodymyr Zelensky, Germany’s Chancellor Olaf
Scholz, US Treasury Secretary Janet Yellen, Google and Alphabet CEO Sundar
Pichai, as well as other previous Italian Prime Ministers, like Matteo Renzi and
Mario Draghi. Musk and Meloni have met on a number of occasions, including at a
political festival last December thrown by the prime minister’s party. According
to reports, the Atlantic Council event won’t be the only meeting this month
between Meloni and the tech tycoon, owner of X, and founder of Tesla and SpaceX.
They’re also scheduling a closed-door conversation to discuss investment
opportunities in Italy’s space and artificial intelligence sectors.

The city of Paris and French President Emmanuel Macron threw one last party
yesterday to celebrate the Paris 2024 Olympic and Paralympic Games. The Parade
of Champions featured 460 Olympic and Paralympic athletes, including 120 Paris
medalists. About 70,000 spectators lined up on the parade’s route on the French
capital’s famed avenue that ended on a ring-shaped stage around the Arc de
Triomphe. Hundreds of the Games’ volunteers, Olympic and Paralympic
representatives and city officials also attended. During the ceremony, Macron —
accompanied by his new prime minister, Michel Barnier — decorated with state
honors 120 French Olympians, who had medaled in Paris, including the star
swimmer Léon Marchand and judoka Teddy Riner. In all, 187 French athletes were

The new President Mexico Claudia Sheinbaum Pardo has announced a gradual
increase in investment in science and technology. She also highlighted the
importance of uniting the country’s scientific talent to drive innovation. This
increase in investments is expected to strengthen the Mexico’s innovation
ecosystem by facilitating the convergence between academia, industry and
government, leading to the development of high value-added products and
services. This could also translate into greater opportunities for private
investment, both domestic and foreign, in sectors such as automotive, clean
energy, and telecommunications. Sheinbaum stressed that the key to achieving
progress in these areas lies not only in funding, but in the integration of
existing capacities and knowledge in institutions such as the Universidad
