STRONG SECURITY GUARANTEES

Nova enables ultra-low transaction fees through a new security model that relies
on a Data Availability Committee (DAC).

 * Sequencer batches and compresses transactions
 * Certificate of Data Availability provided by Committee
 * Fallback to Arbitrum Rollup

First, the sequencer batches and compresses incoming transactions
Then, the sequencer submits data to the DAC and requests a Data Availability
Certificate (DA Cert)
Next, the sequencer receives the DA Cert and posts it to Ethereum, securing a
promise of data availability
If a DA Cert can't be generated, the chain has a "fallback to Rollup" and posts
compressed calldata to Ethereum
