It’s been three years since a plan to charge drivers that enter Manhattan below
60th Street won approval in Albany. It’s called congestion pricing, and the MTA
is in charge of it. But it’s still just in the early phases.

WNYC’s Stephen Nessen reports on why the program to reduce traffic and raise
money for MTA improvements is still not up and running yet.
