Site Email Retargeting Advantage (or SERA for short) is a proprietary

HOW DOES IT WORK?

SERA has over 825 million US records with full postal and email. We have
contracted with 2000 publishers and we add 8-12 million new records monthly.
These are all opt in and we have complete opt in information, including website,
date of opt in and time stamp.
We place a pixel on your website and when someone that visits your site matches
our database, we give you the full record for you to retarget to that visitor.
We place a suppression pixel to ensure you don’t pay for your own database or
when someone completes a transaction.

Is this legal? It sounds a lot like SPAM.
This program is 100% legal in the US. Every single person that we identify has
previously opted-in to receive third-party offers. As long as marketers'
websites note in their privacy/terms page something similar to:
We collect the domain name and email address (where possible) of visitors to our
website, the email addresses of those who communicate with us via email...
Marketers must also honor all opt-out (unsubscribe requests). This program is
CAN-SPAM compliant.
Does this replace my retargeting program on the web?
No, this is an email retargeting program that can run parallel with your web
