新科技大未來 – 【新世代全球3D即時動態海洋與漁業地理資訊分析系統】

海洋佔了地球表面約70%,顯現海洋科技的重要性。海洋產業是台灣經濟重要的一環,包含了造船、海運、水產養殖、漁業、海產處理,離岸風電以及海上觀光,甚至未來還有可能發展深海礦業。榮獲2022國科會「未來科技獎」的【新世代全球3D即時動態海洋與漁業地理資訊分析系統】結合3D地理資訊和即時數據分析,使用者能夠全面瞭解海洋和漁業狀況,並做出更明智的決策。這項技術可即時監控與分析海上的各類船舶訊號,並同時處理海洋資源與氣象資訊,將全球超過300萬件的超巨量資料即時3D視覺化GIS應用,除了24小時全天候的漁業行為監控,還可以進行海洋資源分析、海氣象監控,並實際應用在2021年桃竹苗離岸風電航道分析,協助經濟部推動最有利的沿岸分流方案,以及運用在我國2022、2023年國際區域漁業組織施行的電子觀察員監控。
本系統是國際上第一套完全即時監控的漁業資訊系統,也是我國最完整的漁業系統,整合國內漁業相關數據,可全天候即時的提供漁船船位、漁獲捕撈地點與總量統計,並運用人工智慧與高速運算雲端叢集來管理資源並判定是否有違規行為供有關單位快速打擊查緝,有效監管我國周遭海域情況避免觸犯國際規範。

台灣四面臨海,漁獲產業豐富,但也因為這份資源豐厚、從業人數多因此無法順利即時管理,許為元教授帶領的科研團隊在2016年開始投入漁業署安排的計畫,開發出新世代全球3d即時動態海洋與漁業地理資訊分析系統,不僅能支援遠洋漁業即時管理,也在不斷精益求精中跨足到了氣象、治安甚至跨國支援技術。此外也期望透過與衛星結合,進一步優化資訊分析系統,為未來交通跟人流管理上,不論在國內或國外都有台灣的一份力。

第46屆國際大學程式設計競賽

國立臺灣海洋大學資訊工程學系競賽程式設計團隊參加台灣賽區「第46屆國際大學程式設計競賽亞洲台北站」,今年競賽成績獎牌數量超過去年,奠定了基礎程式設計教育的方針。
全球最具代表性的國際大學程式設計競賽(International Collegiate Programming Contest,
ICPC)素有「程式設計奧林匹亞」之稱,是世界歷史最悠久、規模最大、最具權威性的程式設計競賽。海大團隊先後通過台灣區域網路賽(Taiwan Online
Contest Registration, TOPC)以及教育部指導的「全國大專電腦軟體設計競賽(National Collegiate Programming
Contest,
NCPC)」,最後共有七組學生獲得台灣賽區ICPC參賽資格。團隊教練許為元副教授表示,今年由學生教練協助加強訓練並給予經驗指導,團隊規模成長的比過往的大。學生能在練習與比賽中享受寫程式與解出題目的感覺,而不是把他當成枯燥乏味的寫作業的例行工作。
在許副教授與副教練高程昱傳承帶領下,今年競賽獲得4銅佳績。資工系學生林佳榆、呂宗祐、黃泰揚團隊「Mine englishes
bed」獲得同牌獎(103隊中第32名),資工系學生高程昱、黃皇舜、鄒佳昌團隊「HongLongLongLong」獲得同牌獎(103隊中第33名)。另去年選手,簡蔚驊、賴柏勛、鄧暐宣團隊「daidaiclub」亦比去年進步獲得同牌獎。學長傳承大一團隊翁明緯、鄭子輿代領林佑丞團隊「Fishing」亦獲得同牌獎。最後新秀團隊王嘉羽、黃菁蕙、盧品樺團隊「ladyfingers」,余中棋、何浩宇、余威霆團隊「YHY_Team
」,以及教育部指導的「全國大專電腦軟體設計競賽王竣樺、洪銘均、吳翊楷「DeathHorizon」亦從幾乎不會寫程式,透過團隊訓練練習也晉級到這大賽內,得到佳作榮譽。
程式競賽僅接納全國最優秀頂尖的程式設計師,需要花費大量時間訓練,晉級過程需要經過不同競賽取得資格,非常不容易,在嚴格學習下才能成為明日科技的推手。台灣每年電資人才培養超過萬人,歷屆累積也至少有5萬。最後僅有300名左右能到達賽場,能堅持下來的都是佼佼者。團隊透過日常扎實教育、高強度練習、退役選手經驗傳承及隊員同儕激勵與信念,成就今日的豐碩成果。

在科技的快速發展,尤其在延伸到太空與深海的感測器和物聯網的推動下,使得收集數據的量級日益增加。除各類型資料的獨特性及機敏性,也因資訊流量已由巨量資料提升至極巨量資料等級,非單一資料中心能夠承載。因此,如何建立一個機制供大家共享知識成為一個課題。為了因應異質且不同來源之全球性資料和巨大的資料流以及配合各單位所授予的研究資料,本團隊建立專屬私有雲協助合作夥伴建立模型,在有限資源下,快速並正確的處理資料且依任務需求融合並產生知識。在本短講中將示範結合這些寶貴資料所可能產生的價值,並提供未來研究的一個參考方向。
