REDDING, Calif. — On Monday, a landmark salmon agreement was signed regarding
fish north of Shasta Dam.

The California Department of Fish and Wildlife, National Oceanic and Atmospheric
Administration (NOAA) and the Winnemem Wintu Tribe convened along the McCloud
River with one goal in mind: bringing wild salmon back to the waterways above
the dam.

Ever since Shasta Dam was completed in 1945, the presence of salmon north of the
lake hasn’t been the same. Hatchery efforts have provided fish to these reaches,
but the return of wild salmon has long been a prayer of the Winnemem Wintu
people. I spoke with the Tribe’s chief about the agreement, and what it means
for their community.

"We're hopeful, you know, we're all about the salmon," explained Chief Caleen
Sisk. "Whatever happens to the salmon happens to us, and we have to do
everything that we can do to make sure that they survive. And sort of getting
over our own fears of being lied to again or being left out, or struggling to
have input is still there, but we do have a very good agreement. I mean, I think
the language in the agreements are very strong and that it gives us actual say
to intervene and and to share what we think is good for the fish. And that's
kind of the struggle there, because since Livingston Stone [National Fish
Hatchery], we really haven't had an opportunity to talk for the fish, to
describe what it used to be like, what it should be like, and how do we get
there."

The agreement focuses on work to make a return of salmon to the area possible,
but the timeline extends into 2025 before real action might take place. Given
that waterways like the McCloud River have historically been native habitat for
these Chinook salmon, or Nur as they are known by the Winnemem Wintu people, I
asked what potential hurdles we can expect in that timeframe. It's not a lack of
established contact though, as Caleen explained.

"We have been working on getting the New Zealand fish back since probably 2005,
and have made connections to the New Zealand fisheries and the Maori tribe that
are in charge of those things, so we have confidence in the Maori fisheries are
very willing to work with us, but we have some standards here in California as
far as pathogens," she said. The current standards just aren't compatible with
the process of returning these fish back to Northern California. Requirements
include 150 fish from each of the four rivers in New Zealand, all of which must
be female. There, like here, salmon populations have dwindled dramatically in
recent years as a result of both drought and the warming climate. The rivers in
question have seen total fish populations below that 150 female requirement, and
it will take several years for numbers to recover -- if at all. Getting more
realistic standards and methods of study are paramount to this process of
returning the salmon to the Northstate.


Despite the looming challenges, the agreement itself is a very positive
milestone.

"We're on this prayer journey. And for us, it's an answer to a prayer that we've
been carrying for a long time, since the dam has gone in and blocked all of us,
blocked the salmon from their homes, and it's blocked us from our homes on the
McCloud," Caleen emphasized.

She added that this agreement could mark the beginning of more efforts to
restore waterways across the state, an effort the Winnemem Wintu community has
been active in for years. Their annual Run 4 Salmon journey began in 2016, and
takes participants from the historic spawning grounds of the salmon on the
McCloud River all the way to the ocean, following the route of the fish whose
only genetic descendants currently live 7,000 miles away across the Pacific
Ocean. She says this journey exposes people to what our waterways look like, how
they should look, and what we need to do to reconcile the differences.

encouraged to participate this summer -- even if only for a small portion of the
journey. In 2023 though, the future of wild McCloud salmon looks better than it
has in years.
