QUALIFICATIONS

In order to qualify, you must meet the specialized experience requirements
described in the Office of Personnel Management (OPM) Qualification Standards
for General Schedule Positions, Administrative and Management Positions, Equal
Employment Opportunity, Series 0260.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of
specialized experience at the next lower grade GS-12, or equivalent in other pay
systems. Examples of specialized experience include: Mastery knowledge of
personnel database applications to include applying business objectives universe
to build agency demographic reports and statistical profiles. Processes
subject-matter-expertise and full understanding of business objects applications
and capabilities in order to create report templates as required by defined
variables and filters. Able to train office staff at the rudimentary level to
achieve mastery of business objects and program applications. Managerial and
technical equal employment opportunity knowledges and skills sufficient to plan,
organize, direct, staff, carry out, and evaluate for the department a
comprehensive Special Emphasis program.



FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in?-grade requirements to
be considered eligible. One year at the GS-12 level is required to meet the
time-in-grade requirements for the GS-13 level. TIG applies if you are in a
current GS position or held a GS position within the previous 52 weeks. NOTE:
Applicants applying as VEOA candidates who are current GS civil service
employees or are prior GS civil service employees within the past 52 weeks must
also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on
the basis of your level of knowledge, skills, abilities and/or competencies in
the following areas:

1. Mastery knowledge and ability to plan, develop, and evaluate the program for
the department and coordinate develop, analyze, and evaluate Special Emphasis
Programs; expert knowledge of equal employment opportunity law, regulations,
policies, and methods necessary to advice lne managers and provide direction to
subordinate organizational equal employment managers.

2. Knowledge of agency missions, organizations, occupations, and work force
compositions by sex and other relevant bases to identify the need for action and
to determine effective causes of action; Expert knowledge in fact-finding,
analysis, and problem solving to identify and define equal employment problems
and to develop workable solutions.

3. Knowledge of the Federal personnel system including labor relations, job
evaluation, compensation, and staffing, employee rights, and related personnel
principles to identify equal employment opportunity problems and to develop
effective solutions.

4. knowledge of regulations, laws, policies, and procedures pertaining to the
dispute systems and the processes involved with negotiated appeal and grievance
procedures, equal employment opportunity (EEO) discrimination complaints,
military equal opportunity (MEO) complaints, disciplinary and adverse action
procedures, and the current trends and developments associated with alternated
dispute resolution (ADR) to include mediation.

5. Skill in fact-finding and analysis of a variety of facts and opinions
concerning controversial complex issues by determining meaning, relevancy, and
significance of a large body of complex and interrelated pieces of information
from many sources to include identification of interests of disputing parties,
weighing evidence, identifying problems, making conclusions and recommendations,
and reporting and presenting findings.



6. Ability to establish effective working relationships with managers,
supervisors, specialists, employees, and military members and persons outside of
the agency such as equal opportunity specialists and community organization
representatives. Skill in advising and counseling on EEO and MEO programs,
compliance and enforcement, and requiring the interpretation and explanation of
a body of laws, regulations, policies, procedures, and practices.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and
or part-time work. You must clearly identify the duties and responsibilities in
each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including
volunteer work done through National Service Programs (i.e., Peace Corps,
AmeriCorps) and other organizations (e.g., professional; philanthropic;
religious; spiritual; community; student and social). Volunteer work helps build
critical competencies, knowledge and skills that can provide valuable training
