DEAR MR. PRESIDENT,


HOW TO DRASTICALLY REDUCE CRIME

For your consideration enclosed are new innovative ideas to reduce crime
called…the T-Assertion and Crime-Free Test Areas. I believe you and your staff
will find my research and presentation very compelling.

These Crime-Free Test Areas are built on the founding principles of the
T-Assertion which include four definitions by the Astrophysicist A. J.
Galambos. With Professor Galambos’ rational definitions of Crime, Property,
Moral and Freedom…reducing crime just got a whole lot easier.

Crime has voters from both parties scared and they will support actions that
reduce crime.

Today, many people who are now called criminals…aren’t.

Today, many people who are not considered criminals…are.

Yes, reducing crime here at home is a high priority to all voters.

In the U.S. per the FBI, A violent crime was committed every 26.3 seconds. A
rape every 3.8 minutes. A murder occurred every 32.1 minutes.”

Mr. President can you think of a more urgent or higher purpose than to keep the
nation’s citizens safe from predators?

After you and your staff agree with the contents of this letter, my hope is you
will ask Congress for bi-partisan approval to allow the first Crime-Free Test
Areas to be located on small parcels of land in the United States.

When testing proves the success of the T-Assertion and Crime-Free Test Areas
your actions could save millions of individuals throughout the U.S. from
becoming victims of criminals.

My simple observation about crime capabilities is, ‘All crimes begin with access
to the victim and to the victim’s property by a predator. When you remove the
ability of predators to obtain access to victims and to their property…crimes
can be drastically reduced.’

Allowing testing of the T-Assertion and Crime-Free Test Areas provides a way for
sincere and caring people everywhere to volunteer and live a purpose-filled life
by saving children, women, and men from living with the horrors caused by
criminals.

Yes, Everyone Wants Less Crime at No Expense…

…The T-Assertion and the Crime-Free Test Areas are privately funded.

…The T-Assertion has 7 steps to drastically reduce crime.

…The ‘Crime-Free Test Areas’ include ‘Absolute Freedom’.

Research Shows…

…Five years ago, the murder of children rose 27.7% and violence in U. S. was
worse in 2023 than in 2019.

…People are trapped in their homes afraid to go out because of the high crime in
their neighborhood.

…Businesses across the nation are closing up or moving out of areas, because of
high crime.

Implementing Crime-Free Test Areas Voters of Both Parties Will Know…

…You are concerned about their welfare.

Scientists evaluate the latest innovations all the time. Businesses and
industries also evaluate the latest innovations all the time. So, why not
evaluate Crime-Free Test Areas? The Scientific Method is used in building
Crime-Free Test Areas and testing to confirm crime is reduced.

Reducing crime is not just about the saving of individual lives, personal
injuries, emotional scars, and the physical loss of material items…it is also
about the significant impact on the living conditions of every child and adult
in the world.

You may recall what Einstein said about the future, “We shall require a
substantially new manner of thinking if mankind is to survive.” & “We cannot
solve our problems with the same thinking we used when we created them.”

As you will see, the T-Assertion is certainly not the same manner of thinking
nor is it the same method that was used when the crime problems were created.

The T-Assertion

Crime will be reduced in all areas that…

 1. Implement this new definition of CRIME: ‘Crime’ is defined as; Using the
    concept of property, a true crime is a successful, intentional interference
    with the property of another. In other words, it is the act of successful
    coercion [force and fraud].
 2. Implement this new definition of PROPERTY: ‘Property’ is an individual man’s
    or woman’s life and all non-procreative derivatives of his [or her] life.
    Life itself is defined as Primordial Property. No one may own any person but
    themselves. Thus, property excludes slavery at the onset.
 3. Implement this new definition of MORAL: ‘Moral’ is the absence of coercion
    [force and fraud].
 4. Implement this new definition of FREEDOM: ‘Freedom’ is the societal
    condition that exists when every individual has full (100%) control over his
    or her own property.
 5. Implement P+A=C Predator plus Access equals Crime Capability.
 6. Implement Defense Is Always Moral.
 7. Implement the Scientific Method to improve the area and to test the results
    of implementing these 7 steps within specific defined land boundaries called
    ‘Crime-Free Test Areas’ where the primary function is to reduce crime, and
    where the Area Developer has 100% control over the land. The Crime-Free Test
    Area shall only be implemented in voluntarily acquired non-political land
    masses where each host nation shall grant the Crime-Free Test Area the same
    status as, or similar to, a Foreign Embassy and Consulate. In this case, the
    Area Developer and those within the Crime-Free Test Area have absolute
    immunity from the nation’s laws and regulations. The Area Developer cannot
    be associated with any political or religious entity. The Area Developer is
    the only entity who approves those who receive immunity and those who enter
    the Crime-Free Test Area.

2. I redefined Freedom as: Absolute Freedom to differentiate it from today’s
common definition of freedom.

A host nation’s waiver of all their laws is occurring now, is not new, and has
been allowed for hundreds of years in most nations. In 1790, the United States
passed legislation that created absolute immunity for diplomats and their
families and servants, as well as for lower ranking diplomatic mission
personnel. Most nations have Foreign Embassies and Consulates. It is estimated
there are 168 Foreign Embassies and 727 Consulates within the territory of the
United States.

Politicians, in every nation including the United States, who have control over
the proposed Crime-Free Test Area would voluntarily offer and allow the purchase
of this land (improved or unimproved) for sale to Area Developers (AD’s). The
Area Developer’s primary purpose is to reduce crime within the area. The Area
Developer’s would risk their own capital to; purchase the land (use/access),
improve the land, and create and operate their Crime-Free Test Area.

Everyone knows nations test weapons of war and create war strategies all the
time. So, why not add the testing of Crime-Free Test Areas for the creation and
maintenance of peace?

All societal foundations will crumble when they are built on a foundation of
force and fraud.
And that is exactly what has occurred throughout history.

How would these Crime-Free societies function? Well, have you ever been on a
large luxury liner? Once you are on board you can go almost anywhere on the
ship. They know who everyone is. They have rules of conduct and the passengers
do not object to the idea of being identified when boarding the ship. Now just
implement the T-Assertion and move this huge ship concept to the land within
Crime-Free Test Areas.

Why will politicians agree?

Why not?

If you were to ask every politician in any country if they would like to reduce
crime, I believe all, well, maybe almost all, would say yes. The proof of each
politician’s sincerity will be whether they will give their approval to build a
Crime-Free Test Area on a small parcel of land they control. If not, why not?
Are they afraid the Crime-Free Test Area will actually reduce crime? If so, how
bad would that be?

Now you may wonder, if there are no politicians, who would be in charge and who
would build these Crime-Free Test Areas? It could be individuals, groups of
individuals, entrepreneurs, corporations, etc. which I lump into what I refer to
as AD’s (Area Developers). All ADs would agree to implement the T-Assertion in
specific geographic areas to create Crime-Free Test Area locations where all
individuals live in Absolute Freedom. The land (improved or unimproved) could be
bought by an AD from the owner whether the federal government, the state or
private owners.

Each AD will bring in their team of experts to design the area, to make the
improvements, to install the tools and to install the technology. When the area
is ready and the personnel are in place, the AD would then lease or sell (use or
access) the developed real estate to those who qualify and want to live, work,
or operate a business or service within the Crime-Free Test Area.

Testing of Crime-Free Test Areas in a real-life setting is critical. As the
Professor has said, “Freedom is a product.” Well, products need to be tested. Do
crimes actually decrease in Crime-Free Areas? If not, then I’m wrong and the
idea will be abandoned. However, if I am right and crime is drastically reduced,
then the success of one Crime-Free Test Area will create a huge demand for more
Crime-Free Test Areas. As more people live in successful Crime-Free Test
Areas…the more crime will be reduced. The more crime is reduced, the higher the
number of people who will want to live in Crime-Free Test Areas, etc., etc.,
etc.

The Crime-Free Test Area shall include the exact same precise definitions of
crime, property, moral and freedom as defined by Professor Galambos. All other
definitions of crime, property, moral, and freedom shall be eliminated within
all Crime-Free Test Areas.

Why?

Well, imagine if someone came up with a ‘take-by-force-or-fraud societal model’
that would change the Professor’s definition so the use of force or fraud is not
a crime…then ideological concepts could be created wherein a large group of
individuals who I call (‘The Ill-judged’) could place a small number of people
called (‘The In’s’) in power. And then, because they now have control, The In’s
would change the definition of crime. That way, The In’s could create a new
“law” that states ‘The In’s’ crimes would not be a crime by their new
definition.

Note: The quote marks on law are because I believe laws are the same for all
observers everywhere in the world and can only be discovered. People make rules,
not laws.

To get into power, The In’s, might offer to share their causes and some of their
stolen loot with those who voted them in power. Of course, other people and
other groups called (‘The Out’s’) would also like to get in on this sham.

The Out’s would recognize The In’s ploy and could propose to change their crime
law so they could give away more money to those that vote for them. Of course,
they would have to take even more money and assets of the actual property
owners who I call (‘The Targets’). Other Out’s might try to appeal to The
Target’s by promising a different law which does not steal as much as The In’s,
thereby letting The Target’s keep more of their own money and keep more control
over their own assets.

There could be many diverse groups of The Out’s who try to use their societal
model which allows them to steal The Targets’ assets. They too would have a
different definition of crime. Their new law could state they can steal all of
The Targets’ real estate, all of their business/companies, etc. Now you see the
problem and why the definition of crime is what Professor Galambos defined it
and why it must remain the same to provide Absolute Freedom for all Crime-Free
Test Area inhabitants.

Every so many years The In’s and The Out’s exchange positions. The Out’s become
The In’s and The In’s become The Out’s.

Unfortunately, there is never any discussion between The In’s and The Out’s
about the principle of using force and fraud upon the nation’s inhabitants.

Whose property is it?

Well, that question is never brought up.

Yes, it is time to get real!

What else could Absolute Freedom be except 100% control over what is yours…your
life, your ideas, and your assets?

If your life, your ideas, and your assets aren’t yours, then whose property is
it? Voters? Politicians? Judges?

To me…it is not voters, it is not politicians, and it is not judges.

The only rational answer is…you have 100% control over your life, your ideas,
and your assets, and everyone else has 100% control over their life, their
ideas, and their assets. That’s it!

If the ‘take-by-force-or-fraud-concept’ went unchallenged for hundreds of
years…various In’s and various Out’s could come and go in land masses all across
the world. Over time, the use of force and fraud against the nation’s
inhabitants could become a ‘normal’ societal system in larger and larger land
masses.

Remember the writer Thomas Paine? Here is what he said, “A long habit
of not thinking a thing wrong…gives it a superficial appearance of being right.”

The T-Assertion and Crime-Free Test Areas are new, so it is easy for me to
understand how sincere and caring people throughout history, in trying to help
others, could easily be caught up in political shams without even knowing of, or
thinking about crime, and the definition of crime.

Isaac Newton said, “Study what is occurring.”

Well, when you investigate what is actually occurring, it is no wonder surveys
in the United States have shown a lack of trust in their politicians for
decades.

All ADs will design their own project and use their own technology, without
changing the exact definitions in the foundational principles contained in the
T-Assertion.

Building a new society using the T-Assertion… Crime is defined as; Using the
concept of property, a true crime is a successful, intentional interference with
the property of another. In other words, it is the act of successful coercion
[force and fraud]. 

It is only after the T-Assertion and the foundational 7 steps are implemented in
real life settings, and then are challenged by one or more actual predators,
that anyone will know if the Crime-Free Test Areas actually reduce crime.

It is estimated one thousand two hundred individuals (men, women, and children)
are murdered every single day. That is 438,000 a year.

One murder is too many. This number of murders is totally unacceptable to me,
and I hope to you.

Over a 10-year period over 4 million (men, women, and children) are murdered
worldwide and this number has to be reduced.

Given an opportunity…I assert Crime-Free Test Areas will reduce the number of
murders.

Given an opportunity…I assert Crime-Free Test Areas will reduce the number of
crimes.

Now imagine if the testing of the T-Assertion and Crime-Free Test Areas began
now and the Crime-Free Test Areas actually did drastically reduced crime…well,
over the next 10-60 years the whole world of crime could be transformed.

The identity of a criminal is now easy to understand. Absolute Freedom is now
easy to understand.

Introducing this new voluntary societal model with these new definitions will
challenge the use of ‘the force and fraud societal models.’ Please be aware,
some of The In’s and some of The Out’s will do everything in their power to keep
their current political positions. Be prepared to work hard to get the first few
Crime-Free Test Areas approved and operating.

I am confident there are more than enough sincere and caring In’s, Out’s,
Target’s, and those with intellectual curiosity…to support the testing of small
Crime-Free Test Areas in the United States and in other nations.

Proof of concept is vital and requires one or more working models where people
can experience Absolute Freedom and see substantially lower crime rates. The
successful results of the first few Crime-Free Test Areas are essential. The
first few Crime-Free Test Area’s will be the hardest to open and maintain as
extreme measures will be taken by those who want to keep the current use of
force and fraud societal models. Those who oppose Absolute Freedom and who will
lose the ability to use force or fraud against their inhabitants will try to
disrupt every AD’s smooth transition to Absolute Freedom. The first AD’s will
require patience, a huge bankroll, and a large team of innovative scientists.

If the idea of a drastic reduction in crime seems unimaginable…you may want to
revisit the year 1865 when James Clerk Maxwell published his mathematical
equations (the basis of television). Don’t you think almost every person living
at that time thought it would be impossible to see live events on screens in
their homes and in their hands? I can hear those people from 1865 right now,
“That’s impossible! Everyone knows pictures can’t fly through the air.” Well, it
only took 60 years from Maxwell’s equations to John Baird’s first demonstration
of television pictures.

Today over 1.7 billion people have at least one TV.

As Robert Goddard (the genius of rocketry) said, “Every vision is a joke until
the first man [or woman] accomplishes it; Once realized, it becomes
commonplace.”

The first mass-market camera phone that could instantly transmit pictures via
cell phone communication was sold in November 2000.

Today over 15 billion people have at least one cell device.

Now, where would you prefer to live, in an area where you have 100% control over
your body, you have 100% control over your ideas and you have 100% control over
your assets or in an area where others claim they have some ownership over your
body, some ownership over your ideas and some ownership over your assets? In
other words, where would you prefer to live and work, in today’s world or in
tomorrow’s world of Crime-Free Test Areas with Absolute Freedom?

Successful Crime-Free Test Areas over an extended period of time will stop
millions of crimes from occurring and millions of men, women and children from
being murdered.

Of course, it’s obvious to me it would be irrational to not test the T-Assertion
in Crime-Free Test Areas in as many nations as possible, and as soon as
possible.

Yes, every success of a Crime-Free Test Area will expand the size and numbers of
Crime-Free Test Areas. Over time and provided a person is not restrained from
moving from a nation, I believe a large majority of individuals living outside
Crime-Free Test Areas will vacate the area where they live and work…to move
inside Crime-Free Test Areas where they can live in Absolute Freedom. In less
than 50 years I assert the Crime-Free Test Areas will have larger areas by
population, and far better technology than political states.

I’m old enough to remember statements such as “If we no longer have politicians
who will protect us from wars?” or “A strong military will always be necessary.”
or “Private enterprises will never be able to build satellites and launch
rockets.”

In 1961, private enterprises built the first satellite.

In 1982, private enterprises built and operated the first launch of a rocket to
reach space.

Today, privately built rockets and satellites are commonplace and carry
multinational crews.

In a 2021 Time Magazine article, the Security Industry Association stated for
every 1,000 civilians there were 2 police officers and 3.1 security guards. As I
understand, today there are twice as many security guards employed in the U.S.
than there were 20 years ago.

Over time AD’s will hire private companies who will offer private security, as
well as military defense.

ADs from every nation will recognize this huge business opportunity and will
seek to build the next Crime-Free Test Area in their nation. When the number of
Crime-Free Test Areas are in the hundreds, and with each competing to reduce
crime, innovations from Crime-Free Test Areas could create spinoff benefits that
could improve the lives of every person in future generations.

Did Maxwell know his equations would be the foundational building block to
provide pictures on television screens or on cell devices? No one knows. But if
he thought like I think, maybe he just couldn’t find a reason why not!

I know people right now will say, “Drastically lowering crime? That’s
impossible!”, “World Peace? That’s impossible!”

Well, when people see lower and lower crime in Crime-Free Test Areas and people
experience Absolute Freedom, the product will have high demand just like
security guards, TV’s and cell devices.

Now you know why I think at some point, probably a few decades from now, a
transition will occur, and World Peace becomes a reality.

Yes, this is how a Crime-Free world is created. No more excuses. If you want to
create World Peace…you build it by adding one successful Crime-Free Test Area
after another in larger and larger populations and in larger and larger land
masses.

To me, World Peace is simply the natural outcome of successful Crime-Free Test
Areas.

All sincere and caring individuals in the world will want to be remembered
throughout history for the role they played in reducing crime. Like all product
tests, if Crime-Free Test Areas do not work, then there is no market for the
product and investors will quit investing and the product becomes obsolete.

Mr. President, if your answer is yes to testing Crime-Free Test Areas, you could
stop the murder of millions of people.

If your answer is yes to testing Crime-Free Test Areas, you could stop the rape
and battery of millions of people.

You now know about the T-Assertion and the Crime-Free Test Areas to reduce crime
and that there is no cost to taxpayers.

Now, what will you do?

Will you ask Congress to approve Crime-Free Test Areas? I can’t imagine anyone
in Congress refusing to approve one or more privately funded locations in every
state to reduce crime.

loss of life when not knowing is caused because no one tested the idea…just in
case I am right.

Final Notes: This letter is my personal opinion, and I am solely responsible for
its content. My intent is to show to the world how to transition from a crime
filled world to a world living in peace. This is to be carried out over a period
of time as crime is reduced everywhere in the world through the implementation
of the T-Assertion and Crime-Free Test Areas. The T-Assertion, using only
voluntary actions, introduces innovative ideas, new knowledge, new concepts, and
education from testing, all without the use of force or fraud. Because the ideas
in this letter could be communicated to those in any nation, I urge everyone who
becomes aware of its contents to abide by all political laws and regulations
where they live, work and travel. I do not desire to interfere or injure any
person, any government, any state, or institution’s property, nor do I seek to
influence others to use force or fraud in any manner whatsoever. I do not
encourage, nor do I support the use of force or fraud against any person, any
group, any business, any state, any government, or any entity. Using force or
fraud is the exact opposite of my intent. My decades of work on reducing crime
were and are strictly about how to accomplish world peace without the use of
force or fraud. Until the four definitions of Professor Galambos were added to
my work I believed World Peace could not be attained. My hope is to have my
T-Assertion voluntarily tested in real life settings to prove whether the
T-Assertion and Crime-Free Test Areas actually reduce crime. Right now, there is
no proof that any of my ideas will actually work as I designed them. Once there
is a Crime-Free Test Area where real life testing occurs, there will be tens of
thousands of questions that will need a resolution. As long as the T-Assertion
and Crime-Free Test Areas use the four definitions precisely as written and no
changes are made in the seven steps in the founding principles, I assert crime
will be drastically reduced. I do not expect the challenges involved in building
Crime-Free Test Areas to have any easy solutions. The challenges will be
resolved by others who build the Crime-Free Test Areas in the years and decades
after I’m gone. I am grateful to all whose education led me to create the
T-Assertion and Crime-Free Test Areas. I was lucky to have been born in the
United States. I thank all who created, who served, who protected, and who grew
this country. A special thanks to Professor A. J. Galambos for his
definitions/discoveries, and for his confidence in my abilities. To those who
support testing my concept of the T-Assertion and Crime-Free Test Areas, I thank
you.
