SELF DEVELOPMENT TRAINING FOR LEBANESE ARMY THIS WEEK WE WRAPPED UP AN INTENSIVE
FIVE-DAY TRAINING PROGRAM ON SPECIALISED COMMUNICATION AND SELF-DEVELOPMENT
TOOLS AS PART OF OUR PROJECT TO HELP STRENGTHEN CIVIL-MILITARY COOPERATION
(CIMIC) IN LEBANON. SIXTEEN MEMBERS OF THE LEBANESE ARMY DELVED INTO SPECIALIZED
COMMUNICATION TOOLS AND DISCUSSED THE COMPLEXITIES OF GENDER NORMS AND CRISIS
DETECTION TECHNIQUES, EMPOWERING THEM WITH VITAL SKILLS FOR PERSONAL AND
PROFESSIONAL GROWTH. THIS WORK WAS CONDUCTED WITH THE PROFESSIONAL CENTRE OF
MEDIATION AT THE UNIVERSITÉ SAINT-JOSEPH DE BEYROUTH, AND FUNDED THROUGH DCAF’S
TRUST FUND FOR NORTH AFRICA. 10 NOV 2023

 * SELF DEVELOPMENT TRAINING FOR LEBANESE ARMY
   
   
   
   This week we wrapped up an intensive five-day training program on specialised
   communication and self-development tools as part of our project to help
   strengthen civil-military cooperation (CIMIC) in Lebanon. Sixteen members of
   the Lebanese Army delved into specialized communication tools and discussed
   the complexities of gender norms and crisis detection techniques, empowering
   them with vital skills for personal and professional growth. This work was
   conducted with the Professional Centre of Mediation at the Université
   Saint-Joseph de Beyrouth, and funded through DCAF’s Trust Fund for North
   Africa.

THE 10TH EDITION OF GENEVA PEACE WEEK DCAF WAS PLEASED TO CO-ORGANIZE FOUR
EVENTS ON THIS YEAR’S THEME, BUILDING TRUST, BUILDING PEACE: AN AGENDA FOR THE
FUTURE. WE SHARED ANALYSIS AND INSIGHT ON CLIMATE SECURITY, GOVERNANCE OF
PRIVATE MILITARY AND SECURITY COMPANIES, CYBERSECURITY ACCOUNTABILITY, AND THE
MEANINGFUL PARTICIPATION IN THE WOMEN, PEACE AND SECURITY AGENDA. OUR DIRECTOR,
NATHALIE CHUARD, DISCUSSED SUSTAINABLE PARTNERSHIPS AND INCLUSIVITY IN
PEACEBUILDING AT TWO OF THE HIGH-LEVEL PANELS. DCAF IS A PARTNER IN THE GENEVA
PEACEBUILDING PLATFORM, WHICH BRINGS TOGETHER INTERNATIONAL GENEVA FOR THIS

   DCAF was pleased to co-organize four events on this year’s theme, Building
   Trust, Building Peace: An Agenda for the Future. We shared analysis and
   insight on climate security, governance of private military and security
   companies, cybersecurity accountability, and the meaningful participation in
   the women, peace and security agenda. Our Director, Nathalie Chuard,
   discussed sustainable partnerships and inclusivity in peacebuilding at two of
   the high-level panels. DCAF is a partner in the Geneva Peacebuilding
   Platform, which brings together International Geneva for this important
   annual event.

BRINGING IN EXTERNAL EXPERTS TO HELP INFORM DCAF’S NEXT STRATEGY AS PART OF OUR
PROCESS TO DEVELOP THE NEXT DCAF STRATEGY, WE INVITED FOUR EXCEPTIONALLY SKILLED
EXTERNAL EXPERTS TO JOIN US FOR A BRAINSTORMING SESSION. UJU AGOMOH, SAŠA
JANKOVIĆ, ARLENE TICKNER, AND BENNO ZOGG SHARED THEIR BIG-PICTURE INSIGHTS ON
THE TRENDS, CHALLENGES, AND OPPORTUNITIES THAT WE SHOULD CONSIDER AS WE DEVISE
OUR GOALS AND OBJECTIVES FOR 2025-2029. IT WAS FOLLOWED BY ROBUST DISCUSSION ON
HOW DCAF CAN MOST EFFECTIVELY RESPOND TO CONTINUE TO ADD VALUE AND INNOVATE FOR
OUR PARTNERS AND DONORS IN SSG/R INITIATIVES AND PROCESSES AT THE NATIONAL AND
INTERNATIONAL LEVEL.  08 NOV 2023

 * BRINGING IN EXTERNAL EXPERTS TO HELP INFORM DCAF’S NEXT STRATEGY
   
   
   
   As part of our process to develop the next DCAF Strategy, we invited four
   exceptionally skilled external experts to join us for a brainstorming
   session. Uju Agomoh, Saša Janković, Arlene Tickner, and Benno Zogg shared
   their big-picture insights on the trends, challenges, and opportunities that
   we should consider as we devise our goals and objectives for 2025-2029. It
   was followed by robust discussion on how DCAF can most effectively respond to
   continue to add value and innovate for our partners and donors in SSG/R
   initiatives and processes at the national and international level.

TRACKING THE SECURITY SECTOR’S RESPONSE TO VIOLENCE AGAINST WOMEN WITH OUR LOCAL
PARTNER ADALA, WE RECENTLY COMPLETED A TRAINING FOR MOROCCAN CIVIL SOCIETY
ORGANIZATIONS IN THE USE OF A PERCEPTION INDICATOR FOR REPORTING ON JUSTICE AND
SECURITY ACTOR RESPONSES TO WOMEN AFFECTED BY VIOLENCE. PERCEPTION INDICATORS
ARE DESIGNED TO TRACK PROGRESS ON AN ISSUE SPECIFICALLY FROM THE PERSPECTIVE OF
AFFECTED POPULATIONS. IN THE TRAINING, ORGANIZATIONS THAT PROVIDE HEARING
CENTRES, SHELTERS, SOCIO-ECONOMIC ASSISTANCE, AND JUSTICE ADVICE, VALIDATED THE
GROUNDBREAKING COMMON INDICATOR AND A REPORTING MECHANISM. THIS IS CRUCIAL TO
SUPPORTING WOMEN VICTIMS IN BOTH URBAN AND RURAL SETTINGS IN MOROCCO. 06 NOV

 * TRACKING THE SECURITY SECTOR’S RESPONSE TO VIOLENCE AGAINST WOMEN
   
   
   
   With our local partner ADALA, we recently completed a training for Moroccan
   civil society organizations in the use of a perception indicator for
   reporting on justice and security actor responses to women affected by
   violence. Perception indicators are designed to track progress on an issue
   specifically from the perspective of affected populations. In the training,
   organizations that provide hearing centres, shelters, socio-economic
   assistance, and justice advice, validated the groundbreaking common indicator
   and a reporting mechanism. This is crucial to supporting women victims in
   both urban and rural settings in Morocco.

SUPPORTING STABILITY IN THE EURO-ATLANTIC REGION THROUGH SSG/R THIS WEEK, DCAF
EXPERTS PRESENTED TO THE NATO PARLIAMENTARY ASSEMBLY ON SUPPORTING PARTNERS AT
RISK: PROJECTING STABILITY, STRENGTHENING SECURITY, AND ADVANCING EURO-ATLANTIC
INTEGRATION. WE SHARED DCAF’S EXPERIENCE OF PROVIDING PRACTICAL SUPPORT TO
FOSTERING DEMOCRATIC OVERSIGHT OF THE SECURITY SECTORS IN BOSNIA AND
HERZEGOVINA, GEORGIA, MOLDOVA, AND UKRAINE. WE ARE GRATEFUL FOR OUR DONORS AND
OUR PARTNERS, NATO AND THE NATO PARLIAMENTARY ASSEMBLY, WITH WHOM WE HAVE A LONG
HISTORY OF COLLABORATION ON POLICIES AND PRACTICES DESIGNED TO CREATE EFFECTIVE

   This week, DCAF experts presented to the NATO Parliamentary Assembly on
   Supporting Partners at Risk: projecting stability, strengthening security,
   and advancing Euro-Atlantic integration. We shared DCAF’s experience of
   providing practical support to fostering democratic oversight of the security
   sectors in Bosnia and Herzegovina, Georgia, Moldova, and Ukraine. We are
   grateful for our donors and our partners, NATO and the NATO Parliamentary
   Assembly, with whom we have a long history of collaboration on policies and
   practices designed to create effective civilian oversight.
