2021 EEO-4 DATA COLLECTION IS NOW CLOSED

EEO-4 Data Collection (State and Local Government Information Report)

The 2021 EEO-4 Data Collection is closed. No additional reports will be
accepted.

Updates about the upcoming 2023 EEO-4 Data Collection will be posted to
www.EEOCdata.org/eeo4 as they become available.

Filers may print their completed and certified 2021 EEO-4 Reports, as well as
historical reports, in the EEO-4 Online Filing System. To print your reports:
 * Log into the EEO-4 Online Filing System
 * Navigate to your State or Local Government Dashboard by selecting your State
   or Local Government
 * On your State or Local Government Dashboard, select the green “Download/Print
   2021 Report” button
 * To print Historic reports select “Historic Data (Prior EEO-4 Reports)”, where
   you can view and download all certified reports for your State or Local
   Government by selecting the “Download” button.

The EEO-4 Filer Support Team mailbox is monitored infrequently, and response
times will be delayed. The team will resume responding to inquiries regularly
prior to the launch of the 2023 EEO-4 Data Collection.

2021 EEO-1 Component 1 Data Collection Notice:

Updated Procedures for PEOs, ASOs, HROs, and other Third-Party Human Resource
Organizations Filing of Behalf of Eligible Client Employers

As part of the EEOC’s continuing efforts to modernize the agency’s EEO data
collections and improve the quality of data collected, the EEOC is implementing
updated 2021 EEO-1 Component 1 procedures for the reporting of client employer
data by Professional Employer Organizations (PEOs), Administrative Services
Organizations (ASOs), Human Resource Outsourcing organizations (HROs), and
similar organizations which choose to file on behalf of eligible EEO-1 Component
1 client employers under third-party human resource agreements (i.e.,
third-party human resource organizations).

These updated procedures will allow the EEOC to collect more accurate employee
demographic data in support of the agency’s mission to prevent and remedy
unlawful employment discrimination and advance equal opportunity for all in the
workplace.

The EEOC is providing an announcement of these updated procedures so that
third-party human resource organizations (e.g., PEOs, HROs, ASOs), and the
client employers on behalf of which they choose to file, may prepare for the
opening of the 2021 EEO-1 Component 1 data collection, tentatively scheduled
for, Tuesday April 12, 2022.

scheduled to open on Tuesday, April 12, 2022. The tentative deadline to file the
2021 EEO-1 Component 1 Report is Tuesday, May 17, 2022. Prior to the opening of
the 2021 EEO-1 Component 1 data collection, additional instructions and resource
materials will be shared with all EEO-1 Component 1 filers via email and online
at this website, https://eeocdata.org/eeo1, as they become available. The EEO-1
Filer Support Team will resume normal operations immediately prior to the
opening of the 2021 EEO-1 Component 1 data collection.

2021 EEO-1 Component 1 Data Collection Notice: Discontinuation of EEO-1 Type 6
Establishment List Reports

As part of the EEOC’s continuing efforts to modernize the agency’s EEO data
collections and to improve the quality of data collected, the EEOC is
discontinuing the EEO-1 Component 1 Type 6 Establishment List Report (“Type 6
Report”) for reporting establishments with fewer than 50 employees.

Beginning with the 2021 EEO-1 Component 1 data collection, tentatively scheduled
to open on Tuesday, April 12th, 2022, ALL filers reporting data for
establishments with fewer than 50 employees must use a Type 8 Establishment
Report (“Type 8 Report”) to submit such data..

This change will allow the EEOC to collect more accurate employee demographic
data in support of the agency’s mission to prevent and remedy unlawful
employment discrimination and advance equal opportunity for all in the
workplace.

For the 2019 and 2020 EEO-1 Component 1 data collections (which are now closed),
the EEOC only permitted filers who had previously submitted a Type 6 Report to
do so. All filers who were permitted to submit a Type 6 Report for the 2019/2020
collections, have been notified via email regarding the discontinuation of the
Type 6 Report so these filers may prepare for the opening of the 2021 EEO-1
Component 1 filing using Type 8 Reports. For additional information on the types

UPDATE: Final Submission of 2021 EEO-4 Reports

The deadline to submit and certify the mandatory 2021 EEO-4 Report was Tuesday,
January 4th, 2022

If your state or local government has not yet filed its 2021 EEO-4 Report(s),
please do so as soon as possible and no later than Tuesday, February 15th, 2022
in order to comply with the EEOC’s mandatory filing requirements.

Once the February 15th, 2022 deadline passes, NO additional 2021 EEO-4 Reports
will be accepted.

Pending 2021 EEO-4 Help Desk Ticket: If you have a pending help desk ticket,
please be advised that the EEO-4 Filer Support Team is continuing to process
those tickets and will be contacting you as soon as possible.

Tuesday, April 12th, 2022. The tentative deadline to file the 2021 EEO-1

EEO-3 Data Collection (Local Union Report)

The 2022 EEO-3 data collection is tentatively scheduled to open on Tuesday,
August 23rd, 2022. Updates regarding the 2022 EEO-3 data collection will be

EEO-5 Data Collection (Elementary – Secondary Staff Information Report)

The 2022 EEO-5 data collection is tentatively scheduled to open on Tuesday,
September 27th, 2022. Updates regarding the 2022 EEO-5 data collection will be
posted at www.EEOCdata.org/eeo5 as they become available.

EEOC has partnered with Westat, a private research and data collection firm, to
conduct and manage the EEO data collections.




EEO DATA COLLECTION

The U.S. Equal Employment Opportunity Commission (EEOC) processes employer
information data that are used by the EEOC to investigate charges of
discrimination against private employers, local referral unions, State and local
governments and public elementary and secondary school systems or districts. The
reports require information on employment status by sex and race/ethnicity. The
EEOC collects workforce data from employers with more than 100 employees (lower
thresholds apply to federal contractors). Employers meeting the reporting
thresholds have a legal obligation to provide the data; it is not voluntary. The
data are used for a variety of purposes including enforcement, self-assessment
by employers, and research. Each of the reports collects data about sex and
race/ethnicity by some type of job grouping. This information is shared with
other authorized federal agencies in order to avoid duplicate collection of data
and reduce the burden placed on employers. Although the data is confidential,
aggregated data are available to the public.


ABOUT EEOC

The U.S. Equal Employment Opportunity Commission (EEOC) is responsible for
enforcing federal laws that make it illegal to discriminate against a job
applicant or an employee because of the person's race, color, religion, sex
(including pregnancy, transgender status, and sexual orientation), national
origin, age (40 or older), disability or genetic information.

Most employers with at least 15 employees are covered by EEOC laws (20 employees
in age discrimination cases). Most labor unions and employment agencies are also
covered.

The laws apply to all types of work situations, including hiring, firing,
promotions, harassment, training, wages, and benefits.

EEOC carries out their work through their headquarters offices in Washington,
D.C. and through 53 field offices serving every part of the nation.
