Speed Rail Command Paper published in March stated that the project was likely
to be roughly carbon neutral. At best, the select committee found, HS2 could
make a small contribution to the government's carbon-reduction targets. However,
this was dependent on making rapid progress in reducing carbon emissions from UK
electricity generation.

The Phase 1 environmental statement estimates that 5. The carbon dioxide
emissions per passenger-kilometre in are estimated to be 8 grams for high-speed
rail, as opposed to 22 grams for conventional intercity rail, [note 4] 67 grams
