An oil tanker sanctioned by the United States for violating price limits on Russia’s oil has been spotted heading towards Maltese waters. The vessel in question, HS Atlantica, registered under the Liberian flag, faced US sanctions earlier this month for carrying Russian oil at prices exceeding $60 per barrel. The US imposed the $60 per barrel limit in December of the previous year to prevent Russia from exploiting oil profits excessively. The sanctions target vessels found transporting oil above this price threshold. Notably, in the last seven weeks, US regulators have sanctioned eight ships, part of the so-called “dark fleet” of anonymously owned tankers that aim to circumvent sanctions. After facing sanctions, HS Atlantica left the port of Aliağa in Turkey and arrived in Malta, spending three days in international waters south of the country. As of the latest update, the vessel is still present in international waters. Since Russia’s invasion of Ukraine in early 2022 and the subsequent imposition of various sanctions on Russian exports by the western world, Russia has employed numerous vessels flying flags of different countries to navigate its oil shipments globally. Approximately a month after the invasion, an oil tanker departing from the Russian port in Taman was scheduled to reach Malta after a month-long journey. According to reports from the Black Sea News site, this tanker was part of a group of eight tankers exporting Russia’s oil from the Black Sea, with a total export value of around $280 million. Tanker carrying Russian ‘blood oil’ headed to Malta HS Atlantica is part of a fleet of 200 to 220 aged tankers anonymously owned and purchased by unknown interests since 2022, which have been observed in Russian oil trades over the past three months. The vessel, immediately after being sanctioned, sailed for Malta from Aliaga anchorage and has remained in international waters for three days since arriving. It had earlier discharged a cargo loaded at the Russian Baltic port of Ust-Luga in early November. The sanctioned entity, HS Atlantica Limited, is a single-ship, Liberia-incorporated company. The Liberia flag registry is operated by the US-incorporated Liberian International Ship & Corporate Registry. However, additional vessels may also be under regulatory scrutiny, as HS Atlantica is directly linked to 18 tankers operated by Dubai-based Hennesea Tankers Corporation – FZCO and Hennesea Holdings Limited. The lack of information about Hennesea, its unknown backers, and its secretive operations have fueled concerns. The company, based in the United Arab Emirates, lacks a website, and its address is listed as a brass-plate address from a tower in Dubai in shipping databases. Another company with the same name was incorporated in Hong Kong in June 2023, adding to the mystery surrounding the network involved in these sanctioned oil shipments.
