ARPEL’S 58TH ANNIVERSARY

 

As ever, an Industry in Constant Change, with new Challenges and Opportunities
in the Energy Transitions of Latin America and the Caribbean

History can be interpreted as the result of the tension between continuity and
change. As Heraclitus said some 25 centuries ago, “the only constant in life is
change.”

 

Fifty-eight years ago, eight state-owned oil and gas companies in Latin America
and the Caribbean decided to establish Arpel as a vehicle for cooperation and
mutual technical assistance. Initially and in its essence, it was a forum for
the exchange of knowledge and experiences on topics mostly related to
operational efficiency and industrial safety. We are proud of this legacy and of
continuing, as always, to articulate and be the catalysts of many reciprocal
technical assistance events among our member companies.

 

But our industry, its technology, and its environment have been changing and,
consequently, so have the priorities and needs of our member companies. As Arpel
is only the reflection and sounding board of its members, our association has
also been adapting, evolving, growing, and transforming itself.

NEW ARPEL PUBLICATION: INDUSTRIAL CYBERSECURITY MATURITY BENCHMARKING

 

This manual provides a general description of the methodology developed by ARPEL
to carry out the comparative analysis of the Cybersecurity maturity level of the
oil and gas industry in the region.

It also provides the results obtained in the assessment carried out in 2021 and
2022 with the participating member companies, providing the reader with the
necessary information to identify the gaps with the capabilities developed in
the region and thus be able to locate and focus on those that need concrete
actions to its evolution.

WORKSHOP ON SAFETY MANAGEMENT BY GEOPARK  

 

Together with the member company GeoPark, ARPEL's Health, Environment and
Industrial Safety Committee organized last August 9 the virtual workshop
"Preventive Health and Safety Management Tools".

In a post-pandemic context where a very significant increase of fatalities in
the industry is observed at a global level, Matías Vásquez Cárdenas, Health and
Safety Advisor of GeoPark, presented the accident rate trends of the industry in
South America and then, how GeoPark applies its main preventive management tools
to avoid the occurrence of labor incidents.

HOUSTON HOSTED ARPEL LEADERSHIP PROGRAM, WHICH CONTINUES IN MEXICO WITH A FOCUS
ON GAS AND RENEWABLE ENERGIES

 

A group of 14 professionals representing Ancap, Ecopetrol, GeoPark, OCP Ecuador,
PMI, Recope, Staatsolie, Tecpetrol and YPF traveled to Houston, USA, to
participate in the second module of the ARPEL Leadership Program, which took
place from September 13 to 15.

 

The third module, which completes the 100% face-to-face training, will take
place in Monterrey, Mexico, from November 28 to 30, 2023 and its main topic will
be Gas and Renewable Energies.

ARPEL PRESENT AT THE WORLD PETROLEUM CONGRESS

 

ARPEL was present at the 24th World Petroleum Congress held from September 17 -
21 in Calgary, Canada, with the participation of more than 5,000 delegates and
10,000 visitors from 100 countries.

Arpel´s participation in this new WPC edition was an excellent networking
opportunity to contact different key players in the sector, as well as a
fruitful opportunity to identify potential collaboration mechanisms to address
fair energy transitions in Latin America.

ARPEL PARTICIPATION IN AOG 2023

 

ARPEL was present at Argentina Oil & Gas Expo 2023 and at the 5th Latin American
Congress on Environment, Occupational Safety & Health in the Oil & Gas Industry,
both events organized from September 11 to 14 in Buenos Aires by the Argentinian
Institute of Oil & Gas (IAPG).

 

In addition to providing institutional support, the Association was part of the
Congress’ agenda and Miguel Moyano, ARPEL Senior Managing Director, made a
special presentation entitled “ARPEL RETOS™ 2023: International trends for
assessing the level of industry and government oil spill response planning and
preparedness”.

WEBINAR ON CYBERSECURITY RISK IDENTIFICATION METHODS BY GRUPO TEMA

 

ARPEL's Cybersecurity Committee conducted a new session of the cycle "Best
Practices Exchange Talks on Industrial Cybersecurity."

On this occasion, Grupo Tema, a member of ARPEL, was in charge of presenting the
topic "Cybersecurity risk identification methods."

The presentation was led by Stefano Palumbo, Project Director of Tema, and
moderated by Pablo Amoedo, coordinator of the ARPEL Cybersecurity Committee.

PRESENTATION OF RETOS™ AT SPILLCON 2023 IN AUSTRALIA AND AT SLOM CONFERENCE IN
BRAZIL

 

The RETOS™ project and the International Guide for Oil Spill Response Planning
and Readiness Assessment were presented during Spillcon 2023, held from
September 11 to 15 in Brisbane, Australia.

Marcus Lisboa, oil spill management consultant, was in charge of presenting the
ARPEL RETOS™ guide and tool -now officially endorsed by Ipieca and the
International Maritime Organization (IMO)-, whose purpose is to assess and
improve the level of preparedness and planning for oil spill response.

ARPEL´S PIPELINES AND TERMINALS COMMITTEE AT RIO PIPELINE 2023

 

ARPEL participated in the latest edition of Rio Pipeline 2023 held from August 8
to 10. On this occasion, the ARPEL Guide for the execution of civil and
geotechnical works, launched at the beginning of 2023 and available for ARPEL
members, was presented.

The presentation was led by Martín Carnicero, an engineer from YPF and a member
of ARPEL's Geotechnical Project Team.

VIRTUAL WORKSHOP ON "VOLUNTARY CARBON MARKETS" ORGANIZED BY ARPEL ENERGY
TRANSITIONS COMMITTEE

 

At the beginning of August, ARPEL Energy Transitions Committee, with the support
of IAPG, held a virtual workshop dedicated to “Voluntary Carbon Markets”
attended by more than 110 professionals from the main companies in the energy
sector.

The meeting included presentations by Camilo Trujillo from the International
Emissions Trading Association (IETA); Paola Visca from the National Directorate
of Climate Change in Uruguay, and Manuel García, coordinator of the project
“Support to the NDCs implementation process in Peru” from the Peruvian Ministry
of Environment.
