ABOUT WAYNE

DEEP ROOTS IN PLACER COUNTY

I am grateful to have been born and raised in Placer County. My early beginnings
were on my family’s cattle ranch in Lincoln. There I learned the value of hard
work and doing my best at whatever task I was given. After graduating from
Lincoln High I went to Sierra College where I got my undergraduate degree in
business while working part time for Bank of America. I finished my studies at
Chico State University during which time I continued to be employed by Bank of
America. After receiving my degree I began a 33 year career in banking, mostly
in the Sacramento area. I had successive advancement in positions of leadership,
finishing in the last eight years prior to retirement as Regional Manager for
Government Banking in a four state region (CA, NV, AZ, & UT).

I have always believed in giving back to the communities and neighborhoods that
I have lived in. For decades I have been serving on various boards, committees,
and councils in Placer County with a dedicated view of protecting and enhancing
the quality of life in the county. My personal commitment has been to take
something good to better and from broken to workable. I do not accept face value
for anything that comes to me for a decision. Digging deep into researching all
aspects of an issue, to ferret out the best approach, is just part of the
investment in time that I take to assure prudent outcomes.

My extensive and diverse background in development, transportation, agriculture,
finance, fire and planning are critical to understanding the complexities that
come before the Board of Supervisors. I am confident that the probing questions
that I would ask would make for better results for our Placer County
communities. I love this county, and in whatever capacity I serve, I am firmly
committed to boldly stand for what is best to insure that it continues to be a
wonderful place to live.

I believe we are best when we vigorously debate our way to a common good. We are
stronger when we challenge each other to seek the highest ideals and to strive
for the best outcomes. I would ask for your support and vote for my election to
Supervisor for the 5th District to allow me to do this good work for the
residents of Placer County.

 * Fight against adverse development projects
 * Support additional fire protection funding
 * Solutions for traffic congestion on Hwy 49
 * Inject prudent and effective use of taxpayer dollars
 * A hand up while holding the homeless accountable
 * Champion appropriate affordable workforce housing
 * Pushback on State power grab from local authority
 * Advocate for small businesses
 * Protect our agricultural resources

 * Bring stakeholders together to find real solutions for workforce housing

QUESTIONS

More than 80,000 people reside in Placer County District 5, geographically
expansive compared to the other four. How do you propose to balance contrasting
priorities of the different parts of this district?


I believe it is critical to recognize the very diverse community needs and
focuses of District 5. To remain current, I intend to be very available and
responsive to the constituents in Tahoe and the foothill regions in gathering
their input on critical issues. Recognizing and addressing common problems such
as traffic congestion and fire risks that many take different solutions. As
Supervisor I would commit to being in Tahoe a minimum of one day a week to
engage with the community and encourage and enable residents to be in direct
contact with me wherever necessary.

Economic revitalization in North Tahoe town centers is a critical conversation
topic in light of recent Tahoe Basin Area Plan (TBAP) updates. What is most
important when considering potential redevelopment opportunities in Eastern
Placer County?


Since Redevelopment Agencies were eliminated by the State, it has made efforts
to rehabilitate the core areas of our communities much more difficult. I believe
that Placer County has not handled the new approach to redevelopment well. They
have been more receptive to larger, more challenging projects, rather than
smaller more economically viable proposals. Those larger projects have
historically failed to happen. Valuable time has been lost and significant
taxpayer funds have been squandered. I would promote seeking out smaller infill
developments that are a better fit for the Tahoe communities and also have a
greater likelihood of success.

Tahoe is known as a tourist destination, but there are also 10,000 people who
live in eastern Placer and are your constituents. What does the county have to
work on with respect to Tahoe-area residents at this moment in time to ensure a
good quality of life?


What I hear from Tahoe residents is that the area has become less livable. Just
doing basic daily activities is challenging due to the frequent traffic
congestion throughout the area. They also often mention that Placer County is
working as a counterforce against the desire to maintain and enhance the unique
Tahoe character; as evidenced by the proposed Tahoe Basin Area Plan amendments.
Residents are reluctantly listened to, but not heard. As a result, the
community’s trust with the officials of the county is broken. A commitment to
value and regard the community’s concerns must be a top priority.

Fire insurance is becoming increasingly expensive for residents in the Tahoe
region-this at the same time wildfire intensity grows in size and catastrophic
impacts. How can Placer County best support its residents living in rural,
forested communities in terms of wildfire protection and education?


These are both top issues throughout District 5. Federal and State forest lands
have for many decades been neglected and as a result the fuel loads have
increased substantially. The State’s Insurance Commissioner and the
legislature’s inactions have only compounded the insurance crisis. I would be a
constant and loud voice to the leadership of these agencies and governing bodies
demanding creditable action on these urgent issues. In the meantime, I would use
