COMAR Online is searchable and available at no charge. Specific sections of
COMAR are available for purchase in an assembled, easy-to-read format. Please

Subscription Office at 410-260-3876 to order by phone.

The information contained in COMAR and the Maryland Register is made available

REGULATION VS. STATUTE

What is the difference between a regulation and a statute?
The Legislature enacts statutes. Administrative agencies adopt, amend and repeal
regulations under the authority granted to them by statutes. Unless the
Legislature has created an exemption, agencies must follow the procedures in the
Administrative Procedure Act when adopting, amending or repealing regulations.
