SAFETY AND RESILIENCE GUIDELINES FOR AVIATION


FARO

FARO is a SESAR Exploratory Research 4- funded project. FARO stands for “saFety
And Resilience guidelines for aviatiOn” and it comes from the Latin word for
lighthouse, as an ancient sign of safety in transport. This project addresses
the evaluation of the impact of new automation solutions on resilient
performance and safety. To do this, it is necessary to know how the safety is
provided and produced by the ATM system, before and after a change in the ATM
system is deployed.

The main objective of this project is to contribute to the extant knowledge of
safety and resilience of the ATM system by providing design guidelines to apply
FARO’s approach and identifying areas of improvement and future research needs
as well. The FARO methodology mixes knowledge-based and data-driven approaches,
aiming at facilitating a predictive perspective on safety by generating safety
performance functions and defining the impact on resilient performance of
automation solutions.

OBJECTIVES

The aim of FARO is to bring a new light about how safety and resilience are
addressed in ATM through four objectives:


O1 CAPITALISATION OF THE EXTANT KNOWLEDGE OF SAFETY

This objective is focused on the systematic extraction of the extant safety
knowledge through data-driven techniques and a knowledge-based approach. The
final goal is to define a conceptual framework which enables the evaluation of
safety and resilient performance in terms of the technical, organisational,
human and procedural characteristics of the ATM system.


O2 QUANTIFICATION OF THE IMPACT OF INCREASING THE LEVEL OF AUTOMATION ON ATM
SAFETY LEVELS

This objective pursues the generation of predictive models of safety events as a
way to quantify the likelihood of these events and a measure of the safety
level. This approach allows moving to a predictive perspective where safety is
understood as the ability to succeed under varying conditions.


O3 ANALYSIS OF THE IMPACT OF HIGHER LEVELS OF AUTOMATION ON ATM RESILIENT
PERFORMANCE

The aim of this objective is to analyse the impact on resilient performance of
the system, by characterising it as a function of performance variability and
adaptive capacity. Its goal is to define a resilience baseline of the current
system for the quantification of the system in terms of resilient performance
and adaptive capacity.


O4 PROVISION OF DESIGN GUIDELINES AND IDENTIFICATION OF FUTURE RESEARCH NEEDS

Through this objective, FARO project pursues the development of a set of
guidelines to facilitate the definition and evaluation of the safety and
resilience criteria associated to a new automated solution, as well as the
identification of research gaps.


CONSORTIUM

CRIDA

CRIDA is an ATM research centre created as a joint venture between ENAIRE and
the UPM. CRIDA’s mission is to “Perform R&D activities geared towards improving
the safety, capacity, economic efficiency and the environmental performance of
the Spanish Air Navigation System as part of the global network”

ENAIRE

The Spanish Business Public Entity ENAIRE is the entity designated by the
Spanish State to provide  Air Navigation Services for En-Route and Approach
phases.

EUROCONTROL

EUROCONTROL is an international organisation working to achieve safe and
seamless air traffic management across Europe.

LUNDS UNIVERSITY

Lund is the most popular study location in Sweden. The University offers one of
the broadest ranges of programs and courses in Scandinavia, based on
cross-disciplinary and cutting-edge research.

UNIVERSIDAD POLITECNICA DE MADRID

UPM is the oldest and largest technical university in Spain with 20 Schools plus
2 Faculties that cover all engineering disciplines as well as Architecture and
Sports Science and It ranked first Spanish University by its participation in
international programs.

UNIVERZITET U BEOGRADU - SAOBRACAJNI FAKULTET

University of Belgrade - Faculty of Transport and Traffic Engineering. The
Division of Airports and Air Traffic Safety core research activities focus on
airport planning, design and operations, airspace management, traffic complexit
and risk and safety analysis.

ZENABYTE S.R.L.

ZenaByte is a spin-off of the University of Genova and is acknowledged as
innovative start-up by the Italian Ministry of the Economic Development.
ZenaByte is active in the areas of Artificial Intelligence and Machine Learning.

In our first official meeting we will come together with the represantives of
our funding partner SESAR Joint Undertaking and all consortium members to
celebrate the start of FARO. Unfortunately, due to the Covid-19 restrictions in
