In recent years, a growing number of people have decided that the smart way to
tackle poverty is with cash.

This idea assumes that most of what ails lower-income people is their lack of
funds. Without money, a broken-down car or an eviction can cascade into a job
loss and other financial crises, and the stress involved can lead to health
issues and other problems.
