Click Here FAQS FREQUENTLY ASKED QUESTIONS MEDICAL PLAN: WHAT IS THE DIFFERENCE BETWEEN THE NHP AND CHOICE PLUS PLAN? The NHP Plan is for Florida residents only. The NHP network is only in the state of Florida. The Choice Plus Plan is for non-Florida residents, or for Florida residents that have a dependent who is not a Florida resident, such as a college student. The Choice Plus Plan is also available at an additional cost to Florida residents who wish to have access to the Choice Plus network. The Choice Plus network is nationwide. If you choose the NHP Plan, your out of state dependent will still have access to emergency care at in-network levels outside the state of Florida. All other out-of-state care will be out of network. You may choose to enroll in the NHP or Choice Plus Plan. MEDICAL PLAN: MAY I CONTINUE TO USE MY CAREATC PHYSICIAN AS MY PRIMARY CARE PHYSICIAN (PCP)? Yes, you may; however, please choose an in-network Primary Care Physician through United Healthcare, even if you believe that you will never utilize their services. It will have no bearing on your ability to utilize the CareATC at zero cost to you. MEDICAL PLAN: WILL CAREATC CONTINUE TO BE AVAILABLE AT NO COST? Yes! CareATC services are funded solely by the City. As a result of our current contract negotiations, members can still utilize CareATC services at NO COST to the member. You will never be asked to provide insurance information when utilizing CareATC services. MEDICAL PLAN: WHAT ARE THE DIFFERENCES BETWEEN HDHP, HRA AND PCP? A High Deductible Health Plan (HDHP) is a plan with a higher deductible that generally costs less than a plan with a lower deductible. Health Reimbursement Account (HRA) is an account that is funded by the City of Tampa for wellness incentives earned by members. The funds are used to help pay for your medical deductible and coinsurance, which reduces what you pay out of your pocket. Primary Care Physician (PCP) is a family practice, general medicine, internal medicine or pediatrician that is designated to coordinate your care with other providers. The plans don't need a referral to see a specialist, however your PCP will be able to assist your specialist with you medical history. MEDICAL PLAN: IF I HAVE A DEPENDENT THAT LIVES OUTSIDE OF FL, WHICH PLAN SHOULD I SELECT? If your dependent lives outside of FL in the United States, you may select the Non-FL resident HDHP/HRA plan to ensure your dependent has in-network benefits. The copayment for PCP is $30 and Specialist is $50. You may still enroll in the FL Resident HDHP/HRA plan, if your dependent lives outside of FL in the United States 6 months of the year or less. If they need access to care, they would use the Out of network benefits and be subject to the $4,000 out of network deductible and pay 30% of the allowed amount, once the deductible is met. Please note*: true emergency care is the same as in-network at a $300 copayment. ALL PLANS: MAY I OPT OUT OF THE TRUST'S MEDICAL, DENTAL AND VISION AND KEEP THE CITY OF TAMPA PLANS? If you are enrolling your spouse or domestic partner under the Trust FL Resident Plan, (NHP network), provided they are not enrolled in the City of Tampa's plan, then the cost is $0 per pay period. You may pay additional for the Non-FL Resident Plan (Choice Plus network). Please refer to your benefits guide for the amount. MEDICAL PLAN: IS THERE AN OUT OF NETWORK BENEFIT ON EITHER OF THE MEDICAL PLANS? Yes, both medical plans have the same out of network benefits, which include a deductible of $4,000 individual, up to $8,000 family . Once the deductible is met, the plan pays 70% and the member pays 30%. The out of pocket maximum is $8,000 individual, up to $16,000 family. MEDICAL PLAN: CAN I USE MY CAREATC PROVIDER AS MY PRIMARY CARE PHYSICIAN ON THE NHP PLAN (FL RESIDENCE)? No; however, you can still go to your CareATC provider at no charge. The City of Tampa will continue to pay for this service outside of the medical plan. Care ATC is not in the NHP POS Access network and cannot be designated as your UHC PCP. You must select an NHP PCP or one will be designated for you and each or your dependents. You may change your PCP after January 1 at www.myuhc.com or by calling UHC at 844-651-3833 and the change will be effective the first of the following month. MEDICAL PLAN: WHAT IS THE DIFFERENCE BETWEEN A HDHP/HRA POS PLANS AND AN HMO ? The Trust and City's HDHP/HRA are Point of Service (POS) plans which include in and out of network benefits, while a Health Maintenance Organization (HMO) has in-network benefits only. MEDICAL PLAN: AFTER I RETIRE I WILL EITHER GO ON MY FUTURE EMPLOYER'S MEDICAL PLAN OR MY SPOUSE'S EMPLOYER PLAN. MAY I ENROLL IN THE TRUST PLAN LATER? If you retire and waive the trust medical plan, you may enroll later as long as you have at least 12 months of continuous coverage with your employer or your spouse's employer plan. If you lose the coverage, you have 30 days from the date of the loss to enroll in the Trust medical plan or during open enrollment, provided you have the 12 months of prior coverage. Please note: the City of Tampa currently does not allow you on their plan once you waive the plans as a retiree. The dental, vision and supplemental plans do not have continuous coverage stipulations, but you may only enroll during open enrollment or loss of other group dental or vision coverage.
