BELIEFS

I think we live in an amazing place, that has great people, great culture and
amazing businesses.

 

I believe that the city government falls short of what we all should expect.



I think we need to embrace some pretty basic issues: 



1) Truth and transparency.

2) Focus on the people and businesses.

3) Our government needs proper tools and measurements.

4) Stop the nonsense.

5) A return to common sense. 

6) Special interest do not take priority.

MY  INITIATIVES



Initiatives are items that are special and I think the city needs to focus on to
provide the best city experience for the people of Dunedin. 

Initiatives

Operation Focus is all about focusing Dunedin's government and most government
operations on the needs to the people and the mission of the city.  So, much
time is spent on superfluous, non-mission critical items.  We have a city full
of parks but can't process a permit electronically. 

OPERATION FOCUS

All Dunedin government services should have all basic functions available via
the internet, and that's whether you own a PC or rely upon the cell phone in
your pocket. Our systems today are simply smoke and mirrors of what they should
be. 

IN THE CLOUD

Right now I believe Dunedin provides barely adequate levels of service from
extremely dedicated workers who do their best to work around the huge process,
measurement and leadership issues.  Dunedin is NOT ISO 9001 certified. Why? This
is the standard for quality improvement and has been the standard for decades.
Our government needs to do a better job. Today Dunedin has NO KPIs and no
monthly or quarterly reporting. What are our Commissioners and city manager
doing if they have no measurements of success?

BETTER FOR ALL

I believe in Dunedin, the people need to come first, not the government or
special interests. All people need to be treated equally. Today special
interests and certain groups have a huge advantage over the rest of us. Time to
give everyone a fair shot.

WE THE PEOPLE

 Did you know that your government lost its permit system for over 1.5 years
(Yes, years). Did you know that the city does not have enough stormwater
capacity to handle a simple rain storm?  Did you know that only public services
has a disaster plan, it's limited and only covers hurricanes/storms. Our
government does not have an emergency disaster recovery plan? Yup. I don't know
what more needs to be said. So, when your City Manager talks about disaster
response and procedures, well, they don't exist.

HARDEN AND RESTORE

What issues in Dunedin get more attention from social media than preserving what
is great about Dunedin? Is it that our government has little to no understanding
of the future? Any accounting of what is historic?  We say we have a strategy
but continue to fall short! Limited basic planning? This is what creates
constant "fire drills". We need to understand what we should preserve and have a
true plan for the future. It's the only way that we can keep Dunedin special.

PAST AND FUTURE

Today's city commission structure with a position of Mayor that has limited
power creates an issue for the city. Essentially, the City Manager position has
all the power.

 

You don't get to make your own report card.



This is also why when you get a "State of the City" presentation, the
presentation is mainly around parks, and not performance. I know you already
figured that out, right?



I am recommending as an initial step a "City Oversight", perhaps we work on the
title, but this position would monitor the city and report to the city
commission. Some of this is being done already by the city, those
responsibilities would fall under City Oversight. 



This position would do the following:

1) Measure tax payer and business satisfaction at a transaction level. 

2) Insure that proper controls are in place to measure performance, financial
responsibility and risk.

3) Insure that our city has a proper emergency response teams and an emergency
response process that is well documented. 

4) Insure that every city department, system and process has been hardened ,
have redundancy, and are built securely.

5) Insure that this city is prepared for global warning.

6) Monitor the sheriff's department and fire department looking for synergies as
well as mitigation plans for common issues.

7) Lead the city through ISO9001 certification.

8) Report monthly to the City Commissioners, and the City critical key
performance numbers with a plan to address underwhelming performance.

9) Investigate any malfeasance or ethical issues.
