HERITAGE DURING EMERGENCIES

PROTECTING CULTURAL HERITAGE FROM THE CONSEQUENCES OF DISASTERS

Protecting Cultural Heritage from the Consequences of Disasters – PROCULTHER was
an initiative co-funded from 2019 to 2021 by the Directorate-General for
European Civil Protection and Humanitarian Aid Operations - DG-ECHO, in the
framework of the Union Civil Protection Mechanism - UCPM and designed to develop
and improve technical and operational capacities for the safeguard of cultural
heritage at risk of disaster at all territorial levels. The project was
coordinated by the Italian Civil Protection Department - DPC, in collaboration
with the International Centre for the Study of the Preservation and Restoration
of Cultural Property - ICCROM, the Disaster and Emergency Management Presidency
for Türkiye - AFAD, the Direction de la Sécurité Civile et Gestion de crises -
DGSCGC for France, the Hallgarten-Franchetti Centro Studi Villa Montesca
Foundation - FCSVM and the Consejería de Cultura y Turismo de la Junta de
Castilla y León - JCyL for Spain. The consultative process activated among the
PROCULTHER Partners and involving national and international stakeholders in the
field, such as UNESCO Regional Bureau for Science and Culture in Europe, and
actors from European Union Member States and UCPM Participating States, has
allowed, among other actions, to identify the “Key elements of a European
Methodology to Address the Protection of Cultural Heritage during Emergencies”
and to the elaboration of the minimum requirements of a UCPM-driven response
capacity able to intervene and support national response actions worldwide for
the protection of cultural heritage at risk. Building on the positive results of
PROCULTHER, the same Consortium, reinforced with the experience of the German
Archaeological Institute - DAI, the German Federal Agency for Technical Relief -
THW for Germany, the University of Suor Orsola Benincasa - UNISOB and the
University of Porto - UPORTO for Portugal, implemented the PROCULTHER-NET
project (2022-2023). PROCULTHER-NET, taking benefit of the launch of the Union
Civil Protection Knowledge Network - UCPKN, has been able to trace the pathway
for the establishment of a European thematic community on the protection of
cultural heritage at risk to support and complement the efforts made by the
European Union in the cooperation between the EU Member States, UCPM
Participating States in the field of civil protection. From January 2024, the
same Consortium has launched PROCULTHER-NET 2 to implement the pathway mapped
out by PROCULTHER-NET so as to consolidate the inclusion of the protection of
cultural heritage at risk sector in the UCPM processes and structures for
increasing disaster preparedness capacities and knowledge at European and
national levels throughout the UCPKN. Find us on social media hashtag
