MSD SERVICE DELIVERY COLLECTIVE AGREEMENT

If the collective agreement to which the employee is bound expires or the
employee leaves the union: If the employer offers the employee individual terms,
the employer must negotiate in good faith and the employee must have the time
and opportunity to seek independent advice, as if an employer were offering an
individual employment contract to an employee. Bargaining power between
employers and employees is not the same in many employment relationships.
Workers can decide that their interests are more effectively represented by
trade unions and collective bargaining. When a union represents workers in a
workplace, a collective agreement can be negotiated. Employment contracts
contain more information about individual employment contracts. A collective
labour agreement expires, with a few exceptions, on the earlier date of its
specified expiry date or 3 years after its entry into force. In addition to the
above requirements, the parties decide what is in the collective labour
agreement (unless the Industrial Relations Authority is invited and agrees to
set the terms of the contract). More than half of our employees (4,080 as of
June 30, 2019, or 55%) are PSA members, with the highest proportions on the
front line, where 77% of case managers are PSA members. The PSA has engagement
structures at all levels of the MSD, with 346 delegates on construction sites,
national delegates for each of the service lines and a full-time PSA team

contract that is ratified and signed after collective bargaining. The agreement
defines the terms and conditions of employment of trade union members whose work
is covered by the cover clause of the agreement.

Our enduring relationship with PSA created a foundation for conducting important
collective bargaining in 2018/19, and we have built strong traction in
establishing a constructive partnership. A collective agreement runs until the
earlier 12-month date or until it is replaced if the union or employer enters
into negotiations before the expiry date. The employer and the union must keep a
signed copy of the collective labour agreement and provide a copy to employees
if they request it. The employer must have new employees who are not unionized
and whose work is covered by the coverage clause. We work with Ngā Kaitūhono
(who represents over 800 of our Maori PSA members) who have been actively
involved in the development of Te Pae Tata. In 2018, we signed a relationship
agreement with Ngā Kaitūhono to formalize the value of our relationship and our
commitment to our Maori employees. A person bound by a collective labour
agreement may also agree with his employer to have additional individual
conditions. Additional conditions: Collective labour agreements indicate the
date of their entry into force. You may indicate that different parts of the
Agreement will come into force at different times.

If no date is specified, it will enter into force on the day the last party
signs it. In 2018-2019, we worked with PSA on the verification of roles,
including job descriptions and compensation areas, for service employees, as
well as on the development and commitment to the High Performance Commitment
(HPHE) between us to replace the current relationship agreement. HPHE is a way
to connect with employees and their representatives to improve the quality of
professional life and thus improve organizational performance [45]. More than
half of our employees (4,080 as of June 30, 2019, or 55%) are PSA members, with
the highest percentages on the front line, where 77% of case managers are PSA
members. Psa has engagement structures at all levels of MSD, with 346 delegates
in think tanks, national delegates for each of the service lines, and a
full-time PSA team organizer. Our long-term relationship with PSA created a
working basis in key collective bargaining in 2018/19 and we played an important
role in building a constructive partnership. The new wage rates are the result
of the regulation of these non-pedagogical collective agreements for staff: on
the other hand, boards of directors and directors are informed of salary
increases for non-pedagogical staff and the financing of these increases. The
new wage rates stem from the regulation of collective agreements for
after-school wills in November 2019. Support for teachers can be funded from a
variety of sources, which may include a combination of operational funding for
schools, ministry-funded learning support services, or funding from other
agencies. Both of the ministry`s funding sources received increases for 2020. We
work with Ngé Kait-hono (who represents more than 800 of our PSA members) who
have been actively involved in the development of Te Pae Tata. In 2018-2019, we
worked with THE EPS to review roles, including job descriptions and salary
ranges, for service delivery staff, as well as the development and commitment to
a High Performance High Level of Commitment (HPHE) relationship between us to
replace the current relationship agreement.

HPHE is a method of working with employees and their representatives to improve
the quality of professional life and therefore organizational performance [45].
[45] The new strategic relationship agreement between MSD and PSA was signed in
August 2019. Non-unionized members may bargain collectively with one or more
employers, but their negotiations cannot result in a collective labour
agreement, but only in identical or very similar individual employment
contracts. Collective labour agreements are agreements between employers and
registered trade unions that cover employees at the employer`s workplace. In
2018, we signed a relationship agreement with Ngé Kaithono to formalize the
value of our relationship and our commitment to our employees. They are
available on this site as part of collective agreements. All schools have been
supported to cover the increase in salary costs for auxiliary staff teachers in
the school collective agreement: this guide informs the bodies of the funds that
the ministry makes available to them in response to the regulation of collective
agreements for non-pedagogical purposes concluded in November 2019. Case
managers work with individuals and families to help them overcome the need and
access social services and supports. [45] The new strategic relationship
agreement between MSD and PSA was signed in August 2019. We have completed
collective bargaining: “Every client has a different situation, so it is
important for me to tailor my service to the needs of each client.” The
collective agreement on the basic contract of the staff of the secondary school
and the territorial school has been concluded. .
