QATAR PARTICIPATES IN 107TH OPCW EXECUTIVE COUNCIL MEETING

 *

--------------------------------------------------------------------------------

The Hague, October 10 (QNA) - The State of Qatar participated in the 107th
session of the Executive Council of the Organization for the Prohibition of
Chemical Weapons (OPCW) held in The Hague from Oct. 8-11.

The Qatari delegation was led by HE Ambassador of the state to the Netherlands
and its representative to the OPCW Dr. Mutlaq bin Majed Al Qahtani.

In Qatar's address to the session, Dr. Al Qahtani highlighted recent painful
events in the region, particularly the violent assault by Israel on Gaza, marked
by continuous bombings with various types of banned weapons and explosives,
affecting innocent civilians, including children, women, and the elderly. He
condemned the escalating attacks on Lebanon, calling them a blatant violation of
international laws, customs, and the Chemical Weapons Convention (CWC), which is
part of international law. He described these acts as genocide, war crimes, and
crimes against humanity that should be prosecuted.

Dr. Al Qahtani reiterated the State of Qatar's support for Palestine's request
to the OPCW to investigate Israels alleged use of chemical weapons, and to bring
those responsible for such acts to international criminal justice, providing
justice for the victims and survivors of these brutal crimes.

Referring to the OPCW Director-General's annual report, Dr. Al Qahtani expressed
Qatar's strong support for efforts by the Director-General and the OPCWs
Technical Secretariat to promote the universality of the Chemical Weapons
Convention. He urged all countries, particularly Israel, to join the CWC to
prevent the use of these banned weapons and work towards a Middle East free of
weapons of mass destruction.

He outlined two main challenges in combating chemical terrorism: the first is
preventing the use of these weapons in terrorist attacks and holding
perpetrators accountable; the second involves addressing the challenges posed by
new technologies, such as artificial intelligence, and their use by
non-signatory states and terrorist groups.

Dr. Al Qahtani called for a comprehensive approach to combat chemical terrorism
by combining robust regulatory frameworks, advanced technology, public
awareness, and coordinated efforts to minimize the risks of chemical attacks. He
emphasized the importance of building capacity, enacting national legislation,
sharing intelligence, and establishing best practices to identify and hold
accountable those responsible for such terrorist acts. Qatar, he affirmed,
supports countries' compliance with UN Security Council Resolutions 1540 and
2663.

Dr. Al Qahtani also acknowledged the recent OPCW report on progress in
eliminating Syria's chemical weapons, noting the importance of swift resumption
of inspection operations and addressing outstanding issues in line with the CWC
and related council resolutions.

Regarding the Russian-Ukrainian crisis, he underscored that Qatar views it as a
threat to international peace and security and supports OPCW efforts toward a
peaceful solution as the most viable option.

Highlighting the critical role of emerging technologies and artificial
intelligence, Dr. Al Qahtani noted their significance in enhancing the OPCW's
efficiency, from inspection accuracy and cybersecurity to developing strategies
for addressing chemical threats.

He also recognized the OPCW's role in reviewing scientific and technological
advancements affecting the CWC's implementation.

Dr. Al Qahtani concluded by reaffirming Qatar's commitment to active membership
in the OPCW and its Executive Council, pursuing shared objectives and
maintaining close collaboration with the OPCW Technical Secretariat for expanded
cooperation and coordination. Qatar also anticipates positive outcomes from the
upcoming conference in Morocco, organized by Morocco and the OPCW, which will
address AIs role in strengthening CWC implementation. (QNA)

Occupied Jerusalem, October 21 (QNA) - The Israeli occupation forces (IOF)
arrested at least 18 Palestinian civilians morning today, including children
and freed captives, within an operation that started yesterday in the West
   Bank.
In a joint statement, Palestinian Commission of Detainees and Ex-Detainees
Affairs and the Palestinian Prisoner's Society (PPS) said that the IOF
carried out field interrogations for dozens of Palestinians in the village of
Deir Abu Mashal in Ramallah, indicating that field interrogations have
recently escalated drastically in all the governorates of the West Bank,
affecting hundreds of young Palestinian civilians.
The arrests were accompanied by attacks and threats against detainees and
their families, in addition to widespread acts of vandalism and destruction
of citizens' homes, the statement added.
The IOF has arrested over 11,400 Palestinian civilians across the
governorates of the West Bank (including Al-Quds), since the beginning of the
Israeli occupation's ongoing genocide and ethnic cleansing of the Gaza Strip.
This number is only a speculation as the actual number of arrests is unknown,
but it is certain that the IOF has arrested thousands of Palestinian
civilians (including children, underage students, freed captives and
   Palestinian civilians in general).
The policy of systematic arrests is one of the Israeli occupation's most
prominent established policies, used by the occupation to undermine any kind
   of resistance against it. (QNA)

Rome, October 21 (QNA) - HE Minister of Defense of the Italian Republic Guido
Crosetto affirmed that the visit of HH the Amir Sheikh Tamim bin Hamad
Al-Thani to Italy is fundamental for the Italy-Qatar relationship, as it
marks a decades-long relation that has intensified and increased over the
   last few years.
In an interview with Qatar News Agency (QNA), His Excellency explained that
this visit comes at a sensitive time, providing an opportunity to discuss
pivotal issues related to regional stability, bringing peace, and preventing
the escalation of conflicts, which makes it even more significant compared to
   previous visits.
He noted that recent events highlighted the importance of Qatari
contributions, which are equivalent in impact to the strategic cooperation
and dialogue between Qatar and NATO. He affirmed that this cooperation is
based on strong relations with several countries, primarily the United States
   and Italy.
HE Minister Crosetto stressed the importance of multilateral cooperation to
end conflicts in the Middle East, acknowledging the vital role Qatar has
played in this regard. He expressed gratitude to HH the Amir for his
continuous efforts to maintain peace in the region, especially in light of
recent events where Qatar has contributed to saving lives and attempting to
halt conflicts, at a time when nobody seems to be interested in it.
He also noted that Qatar and Italy were among the first countries to work
together aboard the Italian ship 'Volcano' to provide humanitarian aid,
particularly to injured Palestinians, with both sides working hand in hand,
stressing that this cooperation serves as a model for what can be achieved in
   the future.
HE Minister of Defense of the Italian Republic Guido Crosetto concluded by
expressing hope for a lasting solution that guarantees the two-state
solution, affirming that Qatar and Italy will be in the first row to support
the kick-off of the Palestinian State and ensure security in the region.

Occupied Jerusalem, October 21 (QNA) - Israeli colonists stormed the
courtyards of Al-Aqsa Mosque on Monday morning, under the protection of the
   Israeli occupation police.
The Palestinian News Agency (Wafa) reported that more than 519 settlers
stormed the courtyards of Al-Aqsa Mosque on the fifth day of the "Sukkot"
holiday and performed Talmudic rituals amid tight restrictions and harsh
military measures imposed by the occupation authorities.
The Israeli occupation forces (IOF) intensified their military measures in
the Old City of Occupied Jerusalem (Al-Quds), closed the road leading to the
Mughrabi Gate from the Lions' Gate, and obstructed the residents' access to
Al-Aqsa Mosque to secure the colonists' incursions.
The occupation authorities exploit Jewish holidays and occasions to impose
collective punishment on Palestinians by closing checkpoints, tightening
military measures, restricting the movement of Palestinians and preventing
them from reaching holy sites. Meanwhile, they facilitate colonists'
incursions into Palestinian cities, as well as Islamic and historical sites
in the West Bank, particularly the Ibrahimi Mosque in Al-Khalil and Al-Aqsa
   Mosque in Al-Quds. (QNA)

Singapore, October 21 (QNA) - The dollar extended gains on Monday amidst
counting down to the US presidential election in two weeks, and rising bond
   yields.
The yen fell 0.2% to 149.26 against the dollar but remained near 150 against
the greenback after briefly breaching that level last week for the first time
   since early August.
The dollar index, which measures the value of the US dollar against other
major currencies, is currently at 103.49 points. It fell by 0.3% on Friday as
risk sentiment across markets improved sharply following China's announcement
of more details about its economic stimulus package, but it gained 0.55% for
   the week.
The euro was steady at $1.0862, while the pound sterling was around $1.3041.

Bloomberg said that the Republican presidential candidate Donald Trump has
threatened to apply tariffs of at least 10% on all imported goods and 60% or
higher - on goods from China and saw this as a recipe that would sow "chaos
for business" according to joint analysis by Wendy Edelberg of the Brookings
Institution and Maurice Obstfeld of the Peterson Institute for International
   Economics.
While Vice President Kamala Harris has offered broad policy continuity with
President Joe Bidens administration, her opponent, former President Donald
Trump, has outlined policies that would send shock waves through world trade,
   Bloomberg added.
Bloomberg said that debt is another risk. Whenever the next slowdown does
come, governments will have fewer options on how to respond. The IMF has
tallied that global public debt is set to reach $100 trillion, or 93% of
global gross domestic product, by the end of this year and has warned
governments will need to make tough decisions to stabilize borrowing, it
   added.
Bloomberg pointed out that the US Treasury Department on Friday reported that
Washingtons debt interest-cost burden has climbed to a 28-year high, a
combination of massive budget deficits and higher interest rates.
Bloomberg pointed to the escalation of the conflict in the Middle East, the
war between Russia and Ukraine, and tensions in the Taiwan Strait.
IMF Managing Director Kristalina Georgieva warned that the escalation of the
conflict in the Middle East could destabilize regional economies and global
commodity markets. She also expressed concerns about increased military
spending affecting funding available for other priorities, including aid to
   developing countries.
For this reason, geopolitics and debt are top priorities for policymakers
   gathering in Washington, Bloomberg added.
"How can you have a soft landing in a world thats falling apart? I dont think
the US or any economy can soft-land in the current environment," former
European Central Bank (ECB) chief economist Peter Praet said.
A soft landing is the goal of central banks when they seek to raise interest
rates to curb high inflation, without causing a recession. (QNA)
