This tool would be accessible to ADB’s clients (project Executing and Implementing agencies), the project resettlement external monitor, and ADB staff. Resettlement implementation for ADB-supported projects is guided by the ADB Safeguards Policy Statement (SPS 2009). Access to real-time social safeguards information and feedback from project-affected communities is a challenge even in normal times. The difficulties have been exacerbated by the COVID-19 pandemic, which has resulted in a “new normal” where ADB safeguards specialists are unable to carry out site visits to meet and obtain feedback from affected households. With COVID-19 how can we leverage better digital solutions to support ADB’s ability in obtaining feedback from affected communities and proactively taking steps to ensure safeguard implementation? Your proposed solution would allow all involved parties to have a snapshot of project social safeguards performance anytime from anywhere. Furthermore, ADB will always be in the know on resettlement for the project and may act, as needed, ahead of the regular monitoring reports from the Executing Agency and the external monitor. Both ADB and the external monitor will be on the same page regarding information coming from the project sites. The ultimate beneficiaries of the tool would be ADB’s counterparts and project affected households from developing member countries (DMCs) whose feedback will be recorded and who will derive benefit from enhanced project implementation. THE SPECIFIC INVOLUNTARY RESETTLEMENT SAFEGUARD INDICATORS THAT NEED TO BE TRACKED ARE: CONTINUOUS ENGAGEMENT WITH AFFECTED HOUSEHOLDS ADB SPS requires engagement with project affected households throughout the project cycle through a process called meaningful consultation, which (i) begins early in the project preparation stage and is carried out an ongoing basis throughout the project cycles; (ii) provides timely disclosure of relevant and adequate information that is understandable and readily accessible to affected people; (iii) is undertaken in an atmosphere free of intimidation or coercion; (iv) is gender inclusive and responsive, and tailored to the needs of disadvantaged and vulnerable groups; and (v) enables the incorporation of all relevant views of affected people and other stakeholders into decision making, such as project design, mitigation measures, the sharing of development benefits and opportunities, and implementation issues. COVID-19 has presented challenges to maintaining engagement with affected households since it disrupted typical consultation methods such as group meetings. One way to verify the data on other resettlement indicators identified below, is through feedback from the affected households (AHs) themselves. The project external resettlement monitor, based in-country, could be tapped to periodically obtain feedback from AHs. The feedback would be entered into the Application/Tool and be used by the project management units and ADB to ensure stakeholders are continuously engaged and to verify numerical data from other indicators. COMPLAINTS RECEIVED AND PROGRESS IN RESOLUTION AHs are entitled to lodge complaints about any part of the resettlement process. These complaints must be tracked from the moment they are received by the project, until their resolution. The tool would allow the user to enter information about a complaint as soon as it is filed with the project, and to update the record as progress is made towards its resolution. PROGRESS IN COMPENSATION AND ASSISTANCE PAYMENTS Households whose land and/or non-land assets need to be acquired for the project are provided with compensation at replacement cost, and other assistance payments specified in the project resettlement plan. Real-time data on progress of payments would be entered into the tool/application. This would be extremely helpful in monitoring progress of resettlement implementation. PROGRESS IN HANDOVER OF LAND After receiving compensation and assistance payments, and when rehabilitation measures are in place, AHs hand over the affected land to the ADB-supported project. Data on real-time progress in land handover would be entered into the tool/application to help all involved parties understand whether project construction activities can commence. CHANGES IN SOCIOECONOMIC STATUS OF AH Data from the baseline socioeconomic survey and post-resettlement socioeconomic survey will be entered into the tool/application. This information is invaluable to understanding whether the core resettlement objective of restoring affected households to pre-project condition has been achieved. SUBMISSION AND DISCLOSURE OF UPDATED RESETTLEMENT PLANS AND SOCIAL MONITORING REPORTS Executing agency staff can enter the dates on which they submit the documents to ADB. ADB staff can enter the dates on which the documents are accepted and disclosed on the ADB website. WHAT'S IN IT FOR YOU?
