Org. Setting and Reporting

This position is located in the Office of the High Commissioner for Human Rights
(OHCHR), Field Operations and Technical Cooperation Division (FOTCD), Human
Rights Adviser presence in Chisinau, Moldova. The incumbent reports to the Human
Rights Adviser.

Responsibilities

Within delegated authority, the Associate Administrative Officer will be
responsible for the following duties: Human Resource Management • Undertakes
actions related to the administration of the unit’s human resource activities,
e.g., recruitment, placement, promotion, performance appraisal, job
classification reviews, separation of staff members, training etc., ensuring
consistency in the application of UN rules and procedures. • Provides
information regarding conditions of service, duties and responsibilities, and
privileges and entitlements under the Staff Rules and Regulations. • Provides
information on unit’s staffing needs for inclusion in department’s staffing
table. • Supports the recruitment of consultants and keeps track of their
respective status. Budget and Finance • Assists in developing the unit’s work
program and budget, as well as project related budgets; analyses inputs and
formulates resource allocations by work program, or business processes. •
Monitors budget/work program with respect to the field presence’s budget,
earmarked and unearmarked, on a regular basis, and reallocates resources as
necessary. • Supports the implementation of procedures and systems for
implementing the appropriate financial database. • Contributes to the
development of budgetary guidelines for own unit. General Administration •
Supervises support staff as required. • Performs other related administrative
duties, as required (e.g., operational travel programme, monitoring accounts and
payment to vendors and individual contractors for services, physical space
planning and the identification of office technology needs and maintenance of
equipment, software and systems). • Perform procurement related tasks including
contract management, equipment purchases and maintenance. • Performs logistics
tasks in the context of office activities conducted. • Participate in various UN
coordination platforms as relevant.

compliance with organizational regulations and rules; supports subordinates,
provides oversight and takes responsibility for delegated assignments; takes
personal responsibility for his/her own shortcomings and those of the work unit,
where applicable.

Education

Advanced university degree (Master’s degree or equivalent) in business or public
administration, finance, accounting, law or related area. A first-level
university degree in combination with two additional years of qualifying work
experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) years of progressively responsible experience in
administration, finance, accounting, human resources management or related area
is required. Experience working on Enterprise Resource Planning (ERP) systems
such as Umoja is desirable. Experience within the United Nations common system
or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat.
For the position advertised, fluency in English, Romanian and Russian (both oral
and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will
be followed by competency-based interview.
