More than 500,000 North Carolinians have signed up for Medicaid, meaning the
state is closer to its goal of 600,000 people signing up for the program during
its first 12 months.

Gov. Roy Cooper and state Health Secretary Kody Kinsley touted the enrollment
milestone during a news conference Friday. The overall total as of Friday was
503,967.

Those eligible under the expanded program that launched Dec. 1 are those between
ages 19 and 64 who earn too much to qualify for Medicaid coverage, but not
enough to purchase coverage on the private insurance marketplace.

Expansion provides medical coverage to people making under about $20,120 a year.
Likewise, a family of three earning under about $34,000 would be eligible, as
well as a family of six earning under $55,586.

The state is at 83.3% of the goal DHHS set when North Carolina became the 40th
expansion state on Dec. 1.

North Carolina continues to enroll an average of more than 1,000 people a day,
which DHHS said is “on a pace faster than other states that have expanded
Medicaid.”

DHHS said about 278,000 were enrolled automatically through their participation
in the state Medicaid’s limited Family Planning program. Over the past seven
months, there have been nearly 226,000 new enrollees.

“People across our state continue to feel the positive impact in their lives
with access to affordable health care coverage,” Cooper said in a statement.
“They can now see a doctor, get preventative care, manage chronic conditions and
get life-saving prescriptions without the burden of high premiums or co-pays.

Cooper praised the role of DHHS and community partners at the local level in
North Carolina surpassing 500,000 enrollees “in such a short amount of time.”

“We’ll keep working to enroll more people.”

Health care services include: primary care; inpatient and outpatient hospital
care; maternity and postpartum; vision and hearing; prescription drug benefits;
behavioral health; preventive and wellness; and medical equipment, devices and
therapies.

People who qualify can sign up at medicaid.ncdhhs.gov, at their county
Department of Social Services, or through community support initiatives.

EXPANSION BY THE NUMBERS

DHHS said new Medicaid enrollees have filled more than 1.9 million new
prescriptions. Medicaid has covered more than $28.6 million in claims for dental
services since expansion began.

As of the July 3 update, Forsyth County had 19,382 enrollees, up 695 from the
previous update. About 8.4% of adults in the county are participating in
Medicaid expansion.

By comparison, Guilford County had 29,218 enrollees, an increase of 1,375 from
the previous update. About 8.8% of adults in the county are Medicaid expansion
participants.

Guilford and Forsyth rank third and fourth, respectively, in enrollees by
county, trailing Mecklenburg at 52,822 and 7.2% of adults, and Wake at 33,396
and 4.4% of adults.

Altogether, there are 65,100 enrollees in the 14-county region of the Triad and
northwest N.C., up 3,655 from the previous update.

The other county counts are: Alamance (7,674, 7.3% of adults); Alleghany (562,
9.2%); Ashe (1,167, 8%); Davidson (8,676, 8.4%); Davie (1,734, 6.8%); Randolph
(8,668, 10.1%); Rockingham (5,070, 9.5%); Stokes (2,209, 8.2%); Surry (3,924,
9.5%); Watauga (1,352, 3.8%); Wilkes (3,795, 10.1%); and Yadkin (1,669, 7.7%).

Women comprise the majority of new enrollees at 56.5%, while whites represent
57.6% of new enrollees and Blacks 36.6%. About 62.3% of new enrollees live in
urban communities.

Nearly 59% of enrollees are either in the 19-to-29 or 30-to-39 age groups.

DHHS said it will soon add more information to its dashboard, such as the number
of beneficiaries accessing doctor and dental visits, cancer screenings,
behavioral health services and prescriptions.

The dashboard also will provide metrics on the number of Medicaid expansion
enrollees with chronic conditions like diabetes and hypertension.

“Our new dashboard will showcase the positive impact of all the lives saved and
peace of mind provided for North Carolinians by NC Medicaid,” Kinsley said.
