The representatives of the 120 states parties to the Chemical Weapons Convention (CWC) took part in the work of the forum. The session's focus was questions of elimination of chemical weapons. States parties positively responded to Russia's information on approval of a new version of the Federal Targeted Program, on the course of its fulfillment, and in particular, on the planned commissioning of new facilities for the destruction of CW agents at Kambarka,. Udmurt Republic, and Pochep, Bryansk Region. The Director General of the Technical Secretariat of the OPCW, Rogelio Pfirter, in his speech gave a high assessment to the efforts of Russia for destroying chemical weapons and appealed to all the countries rendering us financial and technical assistance to fulfill their pledges in full and on time. The CSP took decisions on important questions of the implementation of the CWC and the functioning of the OPCW. They are aimed at helping onward progress in chemical disarmament and measures to strengthen the regime for the nonproliferation of chemical weapons and to enhance the effectiveness of the Organization's activities. The Conference unanimously approved further steps to facilitate implementing the Action Plans to achieve the universality of the CWC and its implementation at the national level, noting the progress made in these fields and the substantial contribution of these arrangements to the further consolidation and strengthening of the Convention regime. The Conference approved changes to the interim periods of chemical weapons destruction in Libya. An important decision was the reelection of the Argentine Rogelio Pfirter as the Director General of the Technical Secretariat for a new four-year term. The session of the Conference approved a budget and a program of activities of the OPCW for 2006, and adopted a decision to promote the development of international cooperation in the field of chemical activity for peaceful purposes. The Conference also supported the proposal from the Director General of the Technical Secretariat to designate April 29 as the Day of Remembrance of All Victims of Chemical Warfare. A number of decisions were made on other issues of the Organization's activity as well. The election of members of the OPCW Executive Council for a new two-year term took place. Russia became one of them.
