LAKE FOREST MIXED USE ZONING



The City of Lake Forest is working to implement the recently adopted General
Plan Update 2040 by developing and adopting code for Mixed-Use Zones.
Specifically, the City’s General Plan has a mixed-use category that includes
five distinct types of mixed-use designations which allow for a blend of
residential and complementary retail, hotel, office, and/or industrial uses at
varying densities and intensities in key locations throughout the City.

 

The Mixed-Use codes will be clear, user-friendly documents that allow for the
General Plan intent to be realized through development standards. The goal is to
encourage the development of new, high-quality mixed-use projects that blend
residential with non-residential uses.




This will be accomplished through the review and revision of the City’s Zoning
Code to allow for flexibility and diversity in commercial and mixed-use
development and to attract new and desired development typologies.

Horizontal Mixed-Use refers to when individual buildings in a development have
their own uses and are located next to each other. This allows for
different uses to be available within a short walking distance. Buildings are
typically organized to create a high quality public realm, with pedestrian
connections between different uses.

Vertical Mixed-Use refers to when a single building has multiple uses. In a
Vertical Mixed-Use building, stores, restaurants or other retail uses are
typically located on the lower floors while upper floors are dedicated to
residential, office or other commercial uses.

WHAT TOPICS ARE ADDRESSED IN MIXED-USE ZONING CODES?



Zoning codes are intended to regulate how land is developed. The most common
means of accomplishing this is through the use of development standards that
typically include setbacks, height limits, and permitted uses. Through this
process, other means of ensuring high-quality development may also be
considered, including but not limited to, building site coverage, building site
area, or building site width. 


WHO IS WORKING ON THIS PROJECT?



The Lake Forest Mixed-Use Zoning Codes project team is led by planning
professionals from the City of Lake Forest. Lake Forest has hired SWA, a design
firm specializing in Planning, Urban Design and Landscape Architecture. SWA has
a particular focus on the public realm and is the 2020 California APA Planning
Firm of the Year. Assisting SWA, is Economic & Planning Systems and DeNovo
Planning Group.

WHO IS PAYING FOR THIS PROJECT?



This project is being funded by a Local Early Action Planning (LEAP) Grant from
the State of California, awarded to Lake Forest. The grant funding allows cities
to update their planning documents and implement process improvements that will
facilitate housing production.
