Overview Speakers Agenda

The considerable rise of remote work, the rapid expansion of the Internet of
Things and the accelerating digitization of society in recent years have all
contributed to a significant increase in opportunities for cyber attacks and
security vulnerabilities in federal agencies and commercial organizations. Since
the major 2020 Solarwinds breach, public and private entities have shifted their
focus on leveraging advanced technology to bolster information security, protect
sensitive data and fortify their networks. 

Innovative technologies like artificial intelligence, machine learning and zero
trust are increasingly being implemented across the federal sector to address
growing cybersecurity threats and build a next-generation information security
precedent. 

Despite the escalating frequency of cyber attacks, government agencies are still
underprepared to address critical information security challenges and must work
to expedite their efforts in this newly identified mission focus area.

GovCon Wire’s Information Security and Innovation Forum will gather notable
federal and industry leaders to discuss the goals, priorities and strategies
surrounding information security in the digital age, as well as how
public-private partnerships can help advance these initiatives.

Robert Costello, chief information officer for the Cybersecurity and
Infrastructure Security Agency, will serve as the forum’s keynote speaker to
share how he works to develop, deploy and support advanced technology solutions
to efficiently mitigate cybercrime and strengthen the government’s technology
culture.

 * ROBERT COSTELLO - KEYNOTE
   
   CHIEF INFORMATION OFFICER, U.S. CYBERSECURITY & INFRASTRUCTURE SECURITY
   AGENCY (CISA)
   
   Robert (Bob) Costello is the Chief Information Officer (CIO) at the
   Cybersecurity and Infrastructure Security Agency (CISA). As the CIO, he leads
   the Agency’s efforts to develop, deploy, secure, and support technology
   solutions for the agency. Prior to this, he was a Public Sector Civilian
   Strategic Advisor at World Wide Technology. In this role, he engaged with
   federal government customers to identify and solve their most complex
   challenges, leveraging his extensive federal agency experience to develop and
   deliver innovative solutions that meet their needs and serve their mission.
   Bob brings a wealth of experience serving over 13 years at DHS, both at
   Immigration and Customs Enforcement and Customs and Border Protection. He
   also served as the Senior Executive Service as the Executive Director (XD) of
   the Office of Information and Technology (OIT) Enterprise Networks and
   Technology Support Directorate (ENTSD) at CBP, as well as serving
   concurrently in the role of Acting XD of the Border Enforcement and
   Management Systems Directorate. During his tenure in ENTSD, he oversaw the
   modernization of the largest data network in DHS, improved connectivity to
   cloud service providers, and dramatically increased the agency’s usage of
   mobility platforms. He also oversaw the agency’s movement to the TIC 3.0
   framework and implemented zero trust solutions at the network level. He led
   the operations of the agency’s land mobile radio network, the National Law
   Enforcement Communications Center, and maintenance of the non-intrusive
   inspection systems utilized at all ports of entry. He also directed all
   software development for the U.S. Border Patrol, and all of the agency’s
   mission support systems, moving over 100 applications to a SECDEVOPS
   development methodology. He was also heavily involved in implementing IT
   solutions for COVID-19, redesigning remote access solutions and deploying
   several new applications. Earlier in his career, Costello served as the
   Deputy Executive Director (DXD) and acting XD for OIT’s Field Support
   Directorate (FSD) supporting information technology, radio systems, and
   enforcement technologies worldwide, as well as worked at ICE as the Director
   of Network Engineering overseeing networks worldwide and implementing
   solutions for mobility and datacenter migrations, e-discovery, and
   collaboration solutions. Costello is a nine-year veteran of the U.S Air Force
   and U.S. Air Force Reserves. He holds a Bachelor of Arts degree in
   Organizational Leadership from Fordham University and is a Certified
   Information Systems Security Professional and Project Management
   Professional.

 * BOYDEN ROHNER - PANELIST
   
   ASSOCIATE DIRECTOR FOR VULNERABILITY MANAGEMENT, U.S. CYBERSECURITY &
   INFRASTRUCTURE SECURITY AGENCY (CISA)
   
   Boyden Rohner is the Deputy Director for NCCIC Operations. In this role
   Boyden helps critical infrastructure operators defend against cybersecurity
   and communications threats. After nearly two decades in national security,
   Boyden knows that arming defenders with information is the best way to thwart
   threats. Before joining the NCCIC Boyden oversaw the Department of Homeland
   Security’s Enterprise Cybersecurity Operations Center from 2015 to 2018.
   Prior to that she managed the production of Secretary’s Daily Brief for three
   DHS Secretaries. Boyden also served on the National Security Council staff in
   direct support of the President of the United States and the National and
   Homeland Security Advisors. Before joining the Department of Homeland
   Security, Boyden served on three destroyers as a Surface Warfare Officer in
   the United States Navy and deployed to the Middle East in support of
   Operations Enduring and Iraqi Freedom. Boyden holds a Bachelor of Science
   degree from the United States Naval Academy, a Masters of Public
   Administration from American University, and a certificate in Executive
   Leadership from the Harvard Kennedy School.

 * LORI STALLARD - INTRODUCER
   
   VICE PRESIDENT, LEIDOS
   
   Ms. Lori Stallard is a Vice President and Strategic Account Executive at
   Leidos, focusing on the Department of Homeland Security (DHS). In this role,
   Ms. Stallard works with DHS leaders to understand their needs and help
   facilitate the provision of robust and comprehensive solutions aligned to
   DHS’ mission of protecting the homeland. Prior to this role, Ms. Stallard was
   the Vice President of Business Development for Homeland Security Solutions at
   Leidos, overseeing customer solutions and relationships for DHS and its
   components. Ms. Stallard’s experience cuts across all aspects of large,
   complex federal IT program development, including large scale transformative
   infrastructure solutions, biometrics, cyber security, analytics, agile
   development, SecDevOps, managed services, and cloud solutions. She provides
   insight and leadership to Leidos’ growth strategy in the homeland security
   market and passionately supports her customers’ missions.

   CHIEF CYBER SECURITY OFFICER FOR HOMELAND SECURITY SOLUTIONS, LEIDOS
   
   Joshua Strunk is the Chief Cyber Security Officer for Homeland Security
   Solutions within the Intel Group at Leidos. Prior to joining Leidos, Josh had
   over a decade long career in Defensive Cyber Operations starting as a Cyber
   Security Analyst at Customs and Border Patrol and later going on to serve as
   the Operations Manager at the Department of Homeland Security Enterprise
   Security Operations Center and then as the Associate Chief Information
   Security Officer and Director of the Government Security Operations Center
   for the Department of the Treasury.
