Check on your neighbor, especially our elders, and make sure they have propane, food and make sure their basements or crawlspaces are insulated so water pipes do not freeze. We have been getting emergency phone calls of waterlines freezing and bursting and this does not surprise any of us. It is very cold out and issues such as water lines freezing and bursting are common. However, making sure crawl spaces and other exposed lines are insulated will help relieve many of the water line issues we are experiencing. The Tribal administration building had a water line break inside the building that caused alarms to sound and we needed to close for the remainder of the day. So, even though the water lines were on the inside the cold contributed to them breaking. Also, ventilation pipes sometimes get frozen and sewer odor will smell up the house. I spent a full day in Bismarck with a full board for United Tribes Technical College and United Tribes of North Dakota. We had some healthy debates with the North Dakota United States Attorney regarding criminal investigations and missing and murdered indigenous women. My good friend, MHA chairman Mark Fox, shared some eye- opening information with all of us, but directed to the U. S. Attorney, about the multiple murders and heavy drug trafficking on his reservation. Besides Chairman Fox and I, the other three chairmen and chairwoman also had concerns with the lack of attention given to the tribes when major crimes happen on the reservations. Our goals are to get federal policy changes on the federal level and with the support from the U. S. Il m’a semblé que c’était là une question vitale, essentielle, qui valait qu’on lui consacre sans compter son énergie et son temps. La fin de l’Empire romain d’Occident a été l’objet de nombreuses études. Qu’apporte de « nouveau » et de « neuf » la vôtre ? Ce qu’on appelait autrefois le Bas- Empire, et que l’on préfère désormais désigner comme l’Antiquité tardive, a suscité depuis la fin de la dernière guerre mondiale un grand nombre d’études de très grande qualité. Mais, du fait du discrédit qui frappe aujourd’hui l’histoire- événement, l’histoire- bataille,de la difficulté aussi d’embrasser une situation qui se développe sur plus d’un siècle et met en scène une succession de générations sur plusieurs théâtres d’opérations, des peuplades multiples et volatiles, qui se recomposent parfois sous de nouveaux noms, des souverains, des généraux souvent inconnus du grand public, il y avait bien longtemps qu’on n’avait plus tenté de faire le récit de l’ensemble du processus qui a débouché, à la fin du Ve siècle, sur la dislocation de l’Empire romain d’Occident. Mon livre se distingue donc, d’abord, par le choix d’une approche chronologique, la volonté de tenter de reconstituer dans toutes ses dimensions (politique, économique, sociale, religieuse, militaire) l’engrenage qui a conduit à la catastrophe. Et par rapport à l’historiographie dominante ? Il se sépare également de l’historiographie dominante par l’interprétation que j’ai cru pouvoir donner des événements. La période a fait l’objet, depuis quelques décennies, d’une légitime réhabilitation par des historiens qui ont peu à peu pris conscience de ce que le mépris dans lequel elle était tenue, depuis la Renaissance et les Lumières, avait un caractère idéologique, qu’il relevait, d’abord, de la haine du christianisme. De proche en proche et sous l’influence d’un relativisme hérité de Lévy- Strauss (l’idée qu’il serait vain de tenter d’établir une hiérarchie entre les cultures, puisque toute hiérarchie a elle- même une dimension culturelle, qu’elle relève de la culture de celui qui prétend l’établir), cette réhabilitation a pourtant fini par faire perdre de vue à nombre de chercheurs le caractère dramatique qu’avait pris l’effondrement des structures politiques de l’Empire romain d’Occident, la brutalité des invasions, l’ampleur de la remise en question du bien- être, de la civilisationurbaine, de la pratique des beaux- arts et finalement de la maîtrise de l’écriture elle- même. On en est venu à nier que l’effondrement de l’Empire se soit traduit par une crise de civilisation. A proclamer que le monde occidental n’avait fait l’objet que d’une féconde mutation, sous l’effet d’une immigration « salutaire ». Il m’a semblé qu’il y avait là une déformation des faits, tels que nous les font connaître aussi bien les sources littéraires que les traces archéologiques, et que l’histoire de l’Empire romain d’Occident était là, au contraire, pour témoigner à quel point il est vrai, selon le mot de Paul Valéry, que les civilisations sont mortelles, et combien il était nécessaire de les défendre pour empêcher le triomphetoujours possible de la barbarie. C’est un livre d’histoire très érudit et très sérieux. Diriez- vous aussi que c’est un livre d’« actualité » ? Dans l’établissement et l’interprétation des faits, il faut se méfier des anachronismes qui peuvent conduire à déformer les témoignages, les sources contemporaines des événements pour les faire coïncider avec l’actualité de son propre temps. Il faut garder à l’esprit tout ce qui nous différencie des habitants de l’Empire romain, dans l’ordre des mentalités, des croyances, des habitudes, des réalités politiques, des moyens matériels. Cette prudence ne doit pas pour autant nous conduire à nier qu’il y ait des invariants dans la nature humaine. C’est ce qui donne leur intérêt aux livres d’histoire.
