The Situation Room with Wolf Blitzer

Pres. Biden unveils what he calls "devastating" new sanctions on Russia
following invasion of Ukraine

Sanctions block four more major Russian banks from U.S. financial system,
meaning there are now sanctions on Russian banks holding around $1T in assets,
Biden says; sanctions also hit members of Russian Pres. Vladimir Putin's inner
circle and stop the country's largest state-owned enterprises from raising money
from U.S. or European investors

New sanctions also include limitations on what can be exported to Russia,
including advanced technology that could be used for military advancements

"Putin is the aggressor. Putin chose this war. And now he and his country will
bear the consequences," Biden says, noting latest measures are designed to
maximize impact on Russia while minimizing effect on U.S.; Biden says U.S. is
ready to release oil from Strategic Petroleum Reserve to limit fallout of higher
energy prices

Despite the urging of Ukrainian officials, sanctions do not ban Russia from
SWIFT, the secure messaging service that facilitates payments among 11K
financial institutions in 200 countries

Biden, who stresses U.S. and Western allies are united in their response to
Russian aggression, says banning Russia from SWIFT is "always an option," but
"not the position that the rest of Europe wishes to take"; either way, Biden
says latest sanctions are of "equal consequence, maybe more consequence than
SWIFT"

Today's moves also don't directly sanction Putin; Biden says that's still "on
the table," but new sanctions are "profound...Let's have a conversation in
another month or so to see if they're working"

U.S. sanctions Belarusian defense minister and others for support of Russian
invasion

Treasury Dept. announces sanctions on 24 Belarusian individuals and entities,
including two state-owned banks and the defense minister

Treasury Secy. Janet Yellen says her dept. "continues to disrupt Belarus's
military and financial capabilities"; she slams the regime for "supporting
Russia's further invasion of Ukraine"

Livestream video showed troops atop a column of military vehicles entering
Ukraine from a border crossing with Belarus early today

Pentagon orders deployment of 7,000 U.S. servicemembers to Europe in coming days
as Russian forces invade Ukraine, U.S. senior defense official says

Deployment consists of "armored brigade combat team with associated capabilities
and enablers" that will be sent to Germany "to reassure NATO allies, deter
Russian aggression, and be prepared to support a range of requirements in the
region," official says

Pres. Biden says he's authorized deployments of ground and air forces already
stationed in Europe to NATO's eastern flank -- Estonia, Latvia, Lithuania,
Poland, and Romania -- as well as “additional U.S. force capabilities” to
Germany

Biden restates pledge that no U.S. forces will be going into Ukraine: "Our
forces are not going to Europe to fight in Ukraine, but to defend our NATO
allies and reassure those allies in the East"

Announcement comes after Russia launched predawn attack on Ukraine that includes
crossing into country from multiple sides and series of missile attacks near
capital of Kyiv

Russian Pres. Vladimir Putin calls offensive "a special military operation" and
warns of more bloodshed unless Ukrainian forces lay down their arms

Ukrainian Pres. Volodymyr Zelensky has enacted martial law, says his country is
hearing "not just rocket explosions, battles, and aviation uproar -- this is the
sound of the new Iron Curtain lowering and separating Russia from the civilized
world"

More than 100K Ukrainians have moved within the country to flee the violence,
U.N. refugee agency says

The refugee agency also notes movements toward and across intl. borders

Refugee resettlement orgs. are mobilizing resources to assist displaced
Ukrainians, advocates tell CNN

U.S. ambassador to U.N. warned last night that as many as 5M could be displaced
"by Russia's war of choice"

Daily Covid-19 cases drop 90% since reaching peak last month, data from Johns
Hopkins Univ. shows

U.S. averaged fewer than 80,000 cases yesterday, down from more than 800K in
mid-January; rate of daily cases is back to levels seen at end of November,
before first case of Omicron was reported

Covid-19 hospitalizations -- currently at 53K -- are down to a third of last
month's peak, according to data from Health and Human Services Dept.

Covid-19 deaths are also dropping but still remain high: Johns Hopkins Univ.
data shows daily average of 1,800 deaths reported over past week -- that's 20%
lower than week prior but still higher than most points of pandemic

Before dip in reported deaths this week, U.S. averaged more than 2,000 deaths
each day for a month; only other time deaths topped 2,000 for that long was
during first winter surge, before vaccines were available

Data shows Omicron wave has been deadlier for longer than Delta surge last
summer; 120K have died from Covid-19 in U.S. since Omicron became dominant
variant, and Covid-19 has accounted for more than 1 in 5 deaths reported this
year

Experts say those dying from Covid-19 tend to be younger and overwhelmingly
unvaccinated; in Dec., risk of dying from virus was 14 times higher among
unvaccinated adults compared to those who were fully vaccinated

Federal jury finds three former Minneapolis police officers guilty of violating
George Floyd's civil rights

The jurors deliberated for about 13 hours over two days

They find J. Alexander Kueng, Thomas Lane, and Tou Thao guilty of depriving
Floyd of his civil rights by showing deliberate indifference to his medical
needs as another officer, Derek Chauvin, knelt on Floyd's neck and back for more
than nine minutes, ultimately killing him

Jurors also find Kueng and Thao guilty of failing to intervene to stop Chauvin;
while the three could face up to life in prison or the death penalty, federal
guidelines suggest they'll get a lesser sentence

Chauvin pleaded guilty to the civil rights charges in December and faces 20-25
years in prison

The other three ex-officers also face state charges of aiding and abetting in
Floyd's murder; they have pleaded not guilty in that case, which is set to go to
trial in June

Winter storm to bring treacherous icy conditions to South and Midwest before
dumping heavy snow in Northeast

At least a quarter inch of ice is likely from Texas' Red River Valley through
the Ozarks and southeast Missouri, according to Natl. Weather Service, noting
half an inch of ice or more is possible in some locations

2,000+ flights are canceled today, a large chunk of which involve Dallas-Fort
Worth Intl. Airport, according to FlightAware.com; Dallas & Fort Worth are
among TX school districts that canceled classes today

Arkansas is expected to see the worst of the ice threat, with up to
three-quarters of an inch expected to form on roads stretching from Little Rock
to Jonesboro, including vital Interstate 40

Storm is expected to shift east tomorrow, setting up a wintry mess in the
Northeast with potential for more ice concerns, especially in the Appalachians
and Western PA

6 inches of snow or more is expected across much of Northeast and southern New
England, with some parts of MA likely to see almost a foot

Scores reported killed as Russian military might sweeps across Ukraine

Ukrainian health minister says at least 57 are dead and 169 wounded since
Russian invasion began early this morning

Ukraine's Internal Affairs Ministry reports nearly 400 instances of shelling by
Russian forces, while UK military intelligence reports 80+ strikes against
Ukrainian targets

CNN teams on the ground heard explosions in and near multiple Ukrainian cities,
including capital Kyiv and second-largest city Kharkiv, where some civilians are
sheltering in subway station

Ukrainian troops retreated after "fierce fighting" with invading Russian forces
for control over strategic air base near the capital, Ukrainian deputy interior
minister tells CNN, adding Ukrainian troops are readying counterattack

Large numbers of Russian helicopters dropped troops at the air base to secure
it; minister says circling Russian forces appear poised to invade the capital
city, and Ukrainian officials believe Russia's plan is to overthrow Ukraine's
leadership and install a pro-Russian govt.

Russian troops also seized Chernobyl nuclear power plant, according to exclusive
zone management spokesperson; when fighting at the plant broke out, Ukrainian
Defense Ministry tweeted if Russia "continues the war," a catastrophe like
Chernobyl in 1986 "can happen again in 2022"

As Russia invades Ukraine, China says it understands Kremlin's "legitimate
security concerns"

During phone call earlier today, Russian FM Sergey Lavrov told his Chinese
counterpart Russia was "forced" to take "necessary measures" to uphold its own
interests, according to Chinese Foreign Ministry

Chinese govt. says Lavrov also accused U.S. and NATO of breaking international
agreements as they "expand eastward"

Following call, Chinese govt. said it "has always respected the sovereignty and
territorial integrity of all countries...We understand Russia's legitimate
security concerns"

China calls for a move away from "Cold War mentality" by using "dialogue and
negotiation" to achieve "balanced, effective, and sustainable" security
mechanism for Europe

Citigroup plans to get rid of overdraft fees, making it biggest U.S. bank to
pledge to eliminate the despised charges

Citi tells CNN that by this summer, it plans to get rid of overdraft fees,
non-sufficient funds fees, and overdraft protection fees

Bank says it will continue to provide overdraft protection services to help
consumers cover negative balance transactions, including ability to transfer
funds from a linked Citi savings account and an automatic personal line of
credit

Citi's CEO of U.S. Personal Banking says changes will "empower our customers to
build long-term financial wellness with access to more affordable banking
services"

Citi joins growing list of lenders making changes or outright eliminating
overdraft fees amid pressure from lawmakers in Congress and growing competition
from online rivals

Consumer advocates argue overdraft fees unfairly punish society's most
vulnerable; Citi generated $70M in revenue from these type of fees in first nine
months of 2021 -- far less than some of its rivals, according to regulators

Continuing claims for unemployment benefits drop to lowest level since 1970

Just under 1.5M continuing claims were filed in week ending Feb. 12, adjusted
for seasonal swings; the key unemployment measure counts those who have filed
for jobless aid for at least two consecutive weeks

Last week's initial unemployment claims -- 232K, adjusted for seasonality -- are
broadly in line with expectations; claims spiked during Covid-19 surge at start
of the year, but are back on a downward trend

Economist at investment bank Jefferies predicts jobless claims will keep
trending lower as demand for labor remains strong and job openings are plentiful

But U.S. labor market has yet to punch back to its pre-pandemic strength: While
most Covid-induced job losses have been recovered, nation came up nearly 3M jobs
short as of last month compared with February 2020

U.S. suicide rates mark two-year decline after peak in 2018, study published by
CDC says

Nearly 46K lives -- 80% of them men -- were lost to suicide in 2020, according
to study; rate of male suicides dropped 1.9% from 2019, while rates among women
fell 8%

Highest suicide rates were seen in those 85 and older, according to study; most
age groups saw declines, but suicide rates went up for ages 25-34

Most ethnic groups saw stable or declining suicide rates, but increases were
reported among Hispanic males and non-Hispanic multiracial females; firearms
were used in more than half of suicides in 2020, according to study

Researchers note that while declining suicide rates are encouraging, a
"comprehensive approach to suicide prevention is urgently needed in all states
to continue to build on the progress that began in 2019"

If you or a loved one have contemplated suicide, call the National Suicide
Prevention Lifeline at 1-800-273-8255 or text TALK to 741741
