St. Vrain Valley recently changed its medication administration policy so it can
begin stocking naloxone, used to reverse an overdose from opioids, in its
schools.

The SVVSD is one of 14 school districts in the process of enrolling in the state
health department’s Naloxone Bulk Purchase Fund, while the Boulder Valley School
District is one of six districts already enrolled. Other large school districts
planning to have Narcan — the nasal spray’s brand name — available in schools
include Denver Public Schools and the Douglas County School District.

“Thank you for doing everything we can to keep students, in particular, and
anyone on district property safe,” St. Vrain Valley School Board President Joie
Siegrist said at a school board meeting last week in response to the policy
change.

The rise in overdose deaths among teenagers began in 2019 but has increased at a
higher rate since the coronavirus pandemic began two years ago. The mounting
fatalities are largely driven by the presence of fentanyl in the state,
according to data from the Colorado health department. Fentanyl is significantly
more potent than morphine or heroin.



Narcan, if given quickly, can reverse an overdose of fentanyl. Counterfeit pills
tainted with fentanyl have become increasingly common in Boulder County and
throughout the state. The pills are made to look like name-brand medications
such as Oxycodone and Xanax.

According to Boulder County, there were 38 emergency department visits for
fentanyl overdoses, among people of all ages, in 2021 in the county as compared
to 13 in 2020 and seven in 2019.

The Denver Post reported that an estimated 46 children and teens between the
ages of 10 and 18 died from drug overdoses in 2021 and 35 of those fatalities
involved fentanyl, according to preliminary death data from the Colorado
Department of Public Health and Environment.

That’s up 28% from 2020 when the state recorded 36 overdose fatalities among
people between ages 10 and 18. By comparison, Colorado saw 12 people in the age
group die from overdoses in 2019, according to the agency.

In both St. Vrain and Boulder Valley, Narcan can be administered to students,
staff member or visitors. There are no harmful effects if it’s given to someone
who hasn’t overdosed on opioids, and both districts say paramedics will be
called after it’s administered.



“Having such a large amount of people coming through our school district, it’s
really important for us to do our part to help keep the community safe,” said
Boulder Valley Health And Wellness Coordinator Jordan Goto. “We have a lot of
people in our care for a long period of time.”

Boulder Valley now keeps two Narcan doses in each elementary and middle school,
while high schools stock four doses. It’s also available in administrative
buildings.

Jennifer Kerker, the lead Narcan trainer for Boulder Valley’s nurses team,
earlier in the spring trained the district’s 30-plus school nurses in
administering Narcan. The nurses then trained the members of the school-based
emergency response teams, as well as the new school safety advocates. The safety
advocates can choose to carry personal doses of Narcan while in school
buildings.

“The training is really simple, and there are no harmful side effects,” she
said. “We can err on the side of caution if we suspect an overdose. If Narcan is
needed or you suspect it’s needed, you need to give it right away. We’re ready
to give it if we have an emergency.”





Boulder Valley, in partnership with Boulder County Public Health, also is
sharing messages with its families about preventing overdoses.

Kerker, a nurse based at Monarch High, added that talking about Narcan as a
school district creates an opportunity to educate students and families about
the dangers of counterfeit pills and fentanyl.

“We can have important conversations,” she said.
