La decisión estatal de paralizar las actividades de carga y descarga de
hidrocarburos en La Pampilla (Repsol), instalación que abastece el 40% del
mercado nacional de combustibles, ha desatado la alarma ante un inminente
desabastecimiento de diésel y gasolinas en la capital.

De hecho, los operadores portuarios y aeroportuarios afincados en el país han
advertido que la medida decretada por el Oefa dejaría sin combustibles a los
buques que recalan en el Callao y complicaría los vuelos nacionales e
internacionales en el aeropuerto Jorge Chávez.

Del mismo modo, la Asociación de Grifos y Estaciones de Servicio del Perú
(AGESP) ha expresado su profunda preocupación ante “un potencial
desabastecimiento de combustible para el transporte local, regional y nacional
con imprevisibles consecuencias”. ¿Pero, cuándo ocurriría este temido percance?




LOS INVENTARIOS

Ayer por la tarde el viceministro de minería e hidrocarburos, Jorge Chávez,
reconoció ante el Congreso de la República la posibilidad de desabastecimiento.
Precisó, sin embargo, que esperaba recibir información de Repsol, Osinergmin y
Petro-Perú sobre el momento en que ello ocurrirá.

No obstante eso, el presidente de la Sociedad Peruana de Hidrocarburos, Felipe
Cantuarias, dijo al diario Gestión que ha sido advertido por el Minem de que
sólo quedaría combustible almacenado “para los próximos cinco días”.



José Mansen, especialista en seguridad de hidrocarburos, sostiene que esa
estimación no es exacta porque la ley obliga a todas las refinerías y terminales
de hidrocarburos a asegura 15 días de abastecimiento.

De hecho, Repsol informo ayer que La Pampilla cuenta con un inventario “que
cumple con lo requerido por las leyes peruanas en lo que se refiere a los
inventarios de productos”.

“Esto significa que la refinería deber tener combustible para 15 días, si la
prohibición del Ejecutivo la encontró con los almacenes llenos”, anota el
especialista en hidrocarburos César Gutiérrez.

Pero no sólo eso, precisa que La Pampilla dispone también de un stock de crudo
por refinar, el cual podría servir para producir más productos terminados
(diésel y gasolinas) si Repsol quisiera procesarlos.



Se trata, comenta el especialista, de un volumen difícil de cuantificar, pues
Repsol no lo ha hecho público.

Edgardo Candela, exgerente de comercialización de Petro-Perú, explica que esto
se debe a que el Ministerio de Energía y Minas (Minem) no publica desde hace
muchos años las estadísticas de producción e inventarios de los terminales
privados de hidrocarburos.

“El Minem ni siquiera tiene la prerrogativa de obligar a los operadores privados
a que le den sus volúmenes de inventarios. ¿Qué quiere decir esto? Que el
concepto de seguridad energética está en el suelo”, apunta el especialista.

CUENTA REGRESIVA

Este Diario se comunicó con Repsol para que responda a esta interrogante y nos
explique su plan operativo en los días por venir, pero al cierre de este
artículo no obtuvimos respuesta.

Para Candela queda claro, sin embargo, que La Pampilla puede disponer de 15 a 20
días de almacenamiento de productos terminados, porque “ninguna refinería
trabaja con sólo 15 días de margen operativo”.

El Gobierno ha prohibido las actividades de carga y descarga de hidrocarburos en
La Pampilla, cediendo al clamor popular. Repsol tendría margen de maniobra para
demorar el cierre de la refinería, reduciendo la carga de refinación. (Fotos :

Advierte, también, que Repsol puede incrementar estos inventarios si refina el
crudo en stock, aunque de manera dosificada, para seguir trabajando por más días
y no verse obligada a cesar operaciones.

Así lo considera también José Mansen, ex jefe de seguridad en La Pampilla.

“Lo que yo creo es que Repsol va a bajar la carga de la refinería. Eso significa
que empezarán a disminuir la capacidad de procesamiento porque una refinería no
puede parar de un día para otro, como no sea por trabajos de mantenimiento”,
señala.

Así, La Pampilla bajaría su producción de 115 barriles por día a 100 mil, 90 mil
o70 mil, de tal manera que el stock de crudo les alcance “ya no para 15, sino
para 20 o 30 días”, remarca Mansen.

De acuerdo a Candela, este lapso sería utilizado por la petrolera española para
subsanar los requerimientos del Oefa y volver a importar hidrocarburos. Caso
contrario, la refinería tendría que cesar operaciones. ¿Qué hacer, entonces?


ALTERNATIVAS DE SOLUCIÓN

Candela es de la opinión que Lima no quedará totalmente desabastecida porque
otros jugadores nacionales y globales - como BP, Valero, Monte Azul y Petro-Perú
– entrarían a ocupar el vacío que dejaría Repsol.

De hecho, Petro-Perú aseguró el pasado sábado que dispone de reservas
suficientes para “garantizar el abastecimiento de combustibles a nivel
nacional”.

El cierre del terminal marítimo de La Pampilla pondrá en tensión a los
terminales de Callao y Conchán, que tendrán que recibir del exterior el
combustible necesario para que Lima no se paralice.

El problema con esto, apunta Gustavo Navarro, ex director general de
Hidrocarburos del Minem, es que estas importaciones tendrán que ser redirigidas
a otros terminales de hidrocarburos, “lo que pondrá en tensión a todo el sistema
logístico petrolero y portuario”.

Es el caso de El Callao y Conchán, los otros dos terminales petroleros que
abastecen a Lima.

Como consecuencia, Navarro advierte que se generarán costos adicionales por
demoras en la descarga de buques y, por ende, racionamiento de combustibles.

Por estas consideraciones, Víctor Murillo, ex viceministro de hidrocarburos, ve
muy difícil sostener este aparato logístico.

En ese sentido aconseja que el Minem, Oefa y Osinergmin coordinen esfuerzos –
como no lo vienen haciendo hasta ahora – para encontrar un punto medio entre la
prohibición emitida por el Minam y la necesidad de evitar el desabastecimiento
de combustibles para Lima.

A su entender la solución pasaría por aplicar la “supervisión especial”,
concepto que maneja Osinergmin y que permitiría la apertura del terminal
marítimo de Repsol, pero solamente para efectos de importar diésel y gasolinas.

“No se importaría petróleo para refinar, porque esa parte falló. Y en este
esfuerzo podría ayudar, incluso, la Marina de Guerra”, indica Murillo.

De esta forma, apunta, se evitaría el desabastecimiento de combustible para
Lima, Callo, el Norte Chico y el centro del país.

Nota: El viceministro de hidrocarburos, Jorge Chávez, ha alertado que las
existencias de turbodiésel para las aeronaves del Aeropuerto Jorge Chávez se
acabarán en 10 días. Los especialistas están de acuerdo. Por lo pronto, los
buques en el Callao ya se estarían quedando sin búnker para operar. Se trata de
los dos combustibles más sensibles de la producción refinera.
