 * LEAD SAFE CERTIFICATION
   
   
   
   Lead-safe certification means that a certified lead dust sampling technician
   or a licensed lead inspector-risk assessor has: 
   
    * determined the property is free of deteriorated, flaking, chipping,
      peeling, chalking or not-intact paint, and 
    * interior dust samples were collected, tested, and found not to contain
      hazardous levels of lead-contaminated dust. 
   
   Beginning February 1, 2020, completed lead-safe certifications are good for
   four years


 * EPA CERTIFIED STAFF
   
   
   
   As required by law, our field staff are all EPA-certified Risk Assessors or
   EPA-certified Lead Dust Sampling Technicians. 
   
   Only a Lead Dust Sampling Technician (LDST) or PA-Certified Risk Assessor can
   issue a lead-safe or lead-free certificate.

   Philadelphia law  requires rental properties and family daycare facilities
   built after February 1978 to be certified as lead free or lead safe.

ABOUT LEAD

Lead exposure is serious business.

Lead is a poisonous and hazardous metal. Prolonged exposure can result in
significant brain damage. It is especially dangerous for children under the age
of six.

Prior to 1978, lead was a prevalent component in paint and plumbing within homes
in Philadelphia and across the country. When old paint cracks and peels, it
makes lead dust.



HOW DOES EXPOSURE


TO LEAD OCCUR?

LEAD EXPOSURE ROUTES

 * Inhalation – Breathing in lead dust and lead fumes is the main way lead
   enters a body. Fine particles of lead can penetrate deep into the lungs and
   rapidly pass into the blood
 * Ingestion – Eating contaminated food and drink can occur if hands are not
   washed before meals and eating in places where lead dust is present. Smokers
   can accidentally take in lead dust on their hands or cigarettes
 * Absorption through the skin or mucus membranes – can occur where lead fine
   particles, leaded petrol or lubricants are handled without gloves or barrier
   cream.




These small amounts of lead can gradually build up in the body and cause health
problems

WHAT ARE THE HEALTH EFFECTS


FROM EXPOSURE TO LEAD?

Lead cannot be excreted. It stores in the body for up to 20-30 years in bone,
from where it can be mobilised back into the blood.

From a single exposure, lead is readily absorbed and quickly distributed to the
following areas of the body: blood (1%), soft tissue (4%) and bones/teeth (95%).
Anemia can occur if lead accumulates in blood and in blood-forming tissues (bone
marrow). Lead distorts the production of red blood cells in the body.

WHY IS LEAD?


TESTING IMPORTANT?

Exposure to even small amounts of lead in childhood can cause lifelong learning
and behavior problems. The purpose of the Philadelphia's Lead Law is to prevent
children from becoming lead poisoned, and to ensure they live in lead-free or
lead-safe housing by requiring landlords to certify a property is lead-safe or
lead-free.




Despite years of progress, each year significant numbers of children in
Philadelphia suffer the irreparable harm of lead poisoning because of exposure
to deteriorated lead paint and lead dust in their homes. More than half of these
children are living with their families in rental units. This new law recognizes
that even if young children do not reside at an address at that time, they may
visit or live there in the future, and therefore every rental property must be
safe.
