Employers and employment agencies, which submitted the entry applications (“Submitters”), must pay for pass holders’ entry charges and ensure they comply with the measures. Workers who meet all three of the conditions below, please refer to Ministry of Manpower’s website instead for the travel health control measures: a) Work in the Construction, Marine shipyard or Process (CMP sector); b) Hold Work Permit, Training Work Permit or S Pass, or in-principle approval for any of these 3 passes; and c) Not entering Singapore with their dependants For all other pass holders (work pass holders and their dependants), this page explains the travel health control measures that apply to them when travelling to Singapore. The measures are based on the pass holders’ travel history, and will be stated on their entry approval letters. The health measures are split into 4 categories (Category I/II/III/IV). !! Important Notes ➀ If the pass holder has visited multiple countries in the past 14 days before arriving in Singapore, the most stringent category out of all the countries/regions visited (excluding transits less than 24 hours) will apply. Example: A traveller with travel history to both Categories (I) and (II) countries/regions before departure, and transited through a Category (IV) country/region on the flight to Singapore, will be subject to Category (II) measures. ➁ These workers are not allowed to apply for entry into Singapore under the Vaccinated Travel Lanes (Air/Land): 1. Non-Malaysian male Work Permit or S Pass workers in the CMP sector 2. Workers staying in dormitories Companies can still bring in such workers under: 1. For CMP workers- MOM’s entry approval or ongoing industry initiatives for the CMP sectors 2. For all other workers- WPHL Those who had obtained a VTL approval before 4 Dec 2021, 2359 hours can still enter Singapore. Find out more. Workers can depart Singapore using VTLs. ➂ All pass holders need to take these tests: 1. COVID-19 Antigen Rapid Test (ART) or PCR test within 2 days before departure. Self-swabs are not allowed. 2. On-arrival COVID-19 PCR test in Singapore Example: If the pre-departure test was taken on 5 Dec 2021, it will be valid for departures (for air/sea checkpoints) or arrivals (for land checkpoint) up to 7 Dec 2021, 2359 hours. Workers with travel history to Category II, III or IV countries/regions and entering Singapore from 7 Jan 2022, 2359 hours, do not need to take an on-arrival COVID-19 test. For refunds of this test, please refer to the FAQ here for more information. ➃ Pass holders below three years of age in this calendar year are not required to take the COVID-19 tests listed in the tables below. ➄ All pass holders are not allowed to serve SHN or self-isolation in dormitories.
