<p>ODMAP provides near real-time suspected overdose surveillance data across jurisdictions to support public safety and public health efforts to mobilize an immediate response to a sudden increase, or spike in overdose events. It links
first responders and relevant record management systems to a mapping tool to track overdoses to stimulate real-time response and strategic analysis across jurisdictions.</p>

<p>Each agency wishing to participate, signs a data sharing agreement which is designed to protect the data within the system. Once signed, they can begin uploading data in real time through a variety of methodologies. They can also get
access to the National Map, which allows users to view nationwide data and receive custom reports. This tool is only available to government (state, local, federal, or tribal) agencies serving the interests of public safety and health.

<p id="epidemic" class="border-bot-dashed border-black pad-t0-b15 mb-15">Nationally, in 2018, there were over 67,000 drug overdose deaths with opioids representing nearly 70% of all overdose deaths. 67% of all opioid-involved overdose
deaths involved synthetic opioids. Data released from the Centers for Disease Control and Prevention (CDC) displays a decrease in fatal overdoses from 2017 to 2018, however, there is an absent methodology nationally to track non-fatal
overdoses. ODMAP offers the ability to collect both suspected fatal and non-fatal overdoses, in real time, across jurisdictions, to mobilize a cohesive and collaborative response.</p>

<p>In Cheektowaga, NY, ODMAP is used as a tool to facilitate communication between police and the local health department. The health department utilizes ODMAP to identify recent overdose victims, and then contacts the Police
Department to obtain identifying information on the victim, through the police report. Once identified, police and peer recovery specialists conduct outreach to the victim to discuss treatment and recovery options. Additionally,
police can refer other individuals they encounter, who may be interested in treatment options.</p>
<p>From September 1, 2017- May 1, 2018, 37 clients were identified, 25 through ODMAP, and 12 through direct referral. At the 60 day mark, 19 were in treatment, 1 was in jail on an existing warrant, 8 refused treatment but will
continue to be contact every 30 days, 2 are working with a peer to identify a program, and 7 have not rejected treatment but have not committed to it.</p>

<p>In May 2018, local stakeholders met to discuss the use of ODMAP within Sullivan County. The group included law enforcement, fire/EMS, coroner, public health, county emergency management, 911 center, and community services. The
911 center realized they were well-positioned to become the hub of ODMAP suspected overdoses on a countywide basis due to dispatching both EMS & Law Enforcement.</p>

<p>During summer 2018, Shelby County began to utilize ODMAP and spike alert monitoring. Memphis Fire/EMS data was imported into ODMAP via the API, which allowed Shelby County Health Department to receive real-time data. As a result
of this automated data feed, Shelby County Health Department has been able to use the surveillance data to create two types of spike alerts: internal and external alerts.</p>
<p>Since implementing ODMAP, the data has been used to:</p>
<ol>
<li>Determine best operating locations for new, and first, harm reduction organization</li>
<li>Determine areas of high impact and work with community partners to conduct targeted naloxone distributions in those areas</li>
<li>Decide location for Shelby county’s first STOP (Street Team for Overdose Prevention) event</li>

<p>The implementation of ODMAP throughout the state of Nevada required the collaboration of public health and law enforcement. Geographically, Nevada is a diverse state with two main population centers which are over 400 miles
apart. The rest of the state consists of sections of rural and frontier counties, geographically spread throughout the state. In an effort to facilitate real-time data, primarily related to the opioid crisis, but also to address
Nevada’s other drug trends, ODMAP was established.</p>
<p>ODMAP would provide actionable intelligence from both a public health and law enforcement perspective. County-level spike response plans are also being developed, which will allow for a tailored response that is necessary in a
state which encompasses urban, rural and frontier counties.</p>

<h3 class="border-bot-solid border-black">DATA COLLECTION AND AGENCY ADMINISTRATION INTERFACE</h3>
<p>ODMAP is a web interface which can be accessed from any device and through a CAD system. The system is designed to minimize the effort and time required by a first responder to enter data. It will report date and time when accessed, and
if the user accesses ODMAP in the field, the system will default to the GPS coordinates of the device for the location, or they can enter an address. The user must record whether or not the overdose incident is fatal or non-fatal and the
extent to which naloxone or an overdose reversal drug was administered, in all taking seconds and provides the Level 1 user a confirmation when entered.</p>
<h3 class="border-bot-solid border-black">API DATA COLLECTION</h3>
<p>An Application Programming Interface (API) is a popular method for stakeholder agencies to contribute data without creating additional (manual) reporting or processes. The API allows for data integration by connecting with the agency or
state’s Record Management Software (RMS) to ODMAP. An API allows for the direct, automated integration of the two systems.</p>
<p>ODMAP connects to diverse fields such as EMS, Law Enforcement, and Health. EMS has adopted the National Emergency Medical Services Information Systems (NEMSIS). Law Enforcement does not have an industry adopted standard similar to
NEMSIS, although, there have been attempts at utilizing the National Information Exchange Model (NIEM) standards, it is not implemented nationally. As a result, ODMAP developed a custom API which is simple to consume across disciplines.
</p>
<p>ODMAP utilizes a REST API, combined with a JSON payload to transfer data between both systems. This is a combination of modern technology that is developer friendly and compatible with nearly all programming languages. Once an Agency
identifies the data in their RMS, it takes approximately 2-3 weeks to implement the API.</p>

<p>ODMAP data is controlled unclassified information (CUI) and may only be released to authorized personnel. Recipients of this information must have a need and right to know the information in the performance of their criminal justice and
public health functions. The National Map is designed as a tool for decision-makers to be able to view and analyze the data, nationwide, submitted to ODMAP. Per the ODMAP Teaming Agreement, ODMAP shall only be used for its intended
purposes.</p>

<p>ODMAP is a system designed to provide vital information to relevant stakeholders in real time. Spike alerts can be set-up to notify an agency by email, if the total overdoses in an area exceeds a pre-determined threshold within a 24-hour
period. Spike alerts can be established for an agency’s own county, as well as nearby or neighboring counties. By establishing spike alerts for nearby counties, the program can serve as an early warning feature; if a spike in overdoses
occurs in a neighboring area, officials can anticipate a spike in their area and prepare.</p>
<p>In order to support the needs of our community, the W/B HIDTA public health analysts developed a <a href="/Content/docs/ODMap-Overdose-Response-Framework-2018-3.29.18.pdf" target="_blank" class="text-yellow">Spike Response Framework</a>
which is designed to provide guidelines and promising practices, from peers across the country, in working through an overdose spike.</p>
<p>The figure below displays how ODMAP can be utilized to rapidly respond to spikes in overdoses.</p>

<p class="">Agencies are able to create Spike Alerts in Level 1 based on a either a recommended threshold generated by the system or using a number of there own choosing. These alerts can be sent to emails specified by the agency and when
a spike does occur, it is tracked by the system and will appear in the Spike Alert History when it is over. Agencies can also create Spike Alerts for an entire state, allowing them to be notified if a spike occurs in any of the
participating counties for that state. There is also that ability to create alerts for when an overdose has been entered into the system, based on state, coutnty, and incident type.</p>

* Home(current) Home(current) * Agencies * Implementation * How It Works * Spike Alerts * Training * In The News OVERDOSE DETECTION MAPPING APPLICATION PROGRAM ODMAP provides near real-time suspected overdose surveillance data across jurisdictions to support public safety and public health efforts to mobilize an immediate response to a sudden increase, or spike in overdose events. It links first responders and relevant record management systems to a mapping tool to track overdoses to stimulate real-time response and strategic analysis across jurisdictions. ODMAP was developed and is managed by the Washington/Baltimore HIDTA. Click here to learn more about the w/B HIDTA. Each agency wishing to participate, signs a data sharing agreement which is designed to protect the data within the system. Once signed, they can begin uploading data in real time through a variety of methodologies. They can also get access to the National Map, which allows users to view nationwide data and receive custom reports. PDF File Review the ODMAP Research Guidelines & Procedures PDF File AN EPIDEMIC Nationally, in 2018, there were over 67,000 drug overdose deaths with opioids representing nearly 70% of all overdose deaths. 67% of all opioid-involved overdose deaths involved synthetic opioids. Data released from the Centers for Disease Control and Prevention (CDC) displays a decrease in fatal overdoses from 2017 to 2018, however, there is an absent methodology nationally to track non-fatal overdoses. ODMAP offers the ability to collect both suspected fatal and non-fatal overdoses, in real time, across jurisdictions, to mobilize a cohesive and collaborative response. REQUEST AGENCY ACCESS ODMAP SPOTLIGHT SERIES ODMAP IMPLEMENTATION EXAMPLES Detailed below are examples of how agencies are implementing ODMAP within their communities to better combat the opioid epidemic. 1. 2. 3. 4. In Cheektowaga, NY, ODMAP is used as a tool to facilitate communication between police and the local health department. The health department utilizes ODMAP to identify recent overdose victims, and then contacts the Police Department to obtain identifying information on the victim, through the police report. Once identified, police and peer recovery specialists conduct outreach to the victim to discuss treatment and recovery options. Additionally, police can refer other individuals they encounter, who may be interested in treatment options. From September 1, 2017- May 1, 2018, 37 clients were identified, 25 through ODMAP, and 12 through direct referral. At the 60 day mark, 19 were in treatment, 1 was in jail on an existing warrant, 8 refused treatment but will continue to be contact every 30 days, 2 are working with a peer to identify a program, and 7 have not rejected treatment but have not committed to it. From May 2018 Webinar Guest Speakers: * Cheryll Moore, Medical Care Administrator, Erie County Health Department * Captain Brian Gould, Cheektowaga Police Department In May 2018, local stakeholders met to discuss the use of ODMAP within Sullivan County. The group included law enforcement, fire/EMS, coroner, public health, county emergency management, 911 center, and community services. The 911 center realized they were well-positioned to become the hub of ODMAP suspected overdoses on a countywide basis due to dispatching both EMS & Law Enforcement. From January 2019 Webinar Guest Speakers: * Wendy Brown, Deputy Director, Sullivan County Public Health Services * Alex Rau, 911 Coordinator During summer 2018, Shelby County began to utilize ODMAP and spike alert monitoring. Memphis Fire/EMS data was imported into ODMAP via the API, which allowed Shelby County Health Department to receive real-time data. As a result of this automated data feed, Shelby County Health Department has been able to use the surveillance data to create two types of spike alerts: internal and external alerts. Since implementing ODMAP, the data has been used to: 1. Determine best operating locations for new, and first, harm reduction organization 2. Determine areas of high impact and work with community partners to conduct targeted naloxone distributions in those areas 3. Decide location for Shelby county’s first STOP (Street Team for Overdose Prevention) event From June 2019 Webinar Guest Speakers: * David Sweat, Bureau Chief, Epidemiology & Infectious Diseases, Shelby County Health Department * Courtney Serra, Opioid Epidemiologist, Shelby County Health Department The implementation of ODMAP throughout the state of Nevada required the collaboration of public health and law enforcement. Geographically, Nevada is a diverse state with two main population centers which are over 400 miles apart. The rest of the state consists of sections of rural and frontier counties, geographically spread throughout the state. In an effort to facilitate real-time data, primarily related to the opioid crisis, but also to address Nevada’s other drug trends, ODMAP was established. ODMAP would provide actionable intelligence from both a public health and law enforcement perspective. County-level spike response plans are also being developed, which will allow for a tailored response that is necessary in a state which encompasses urban, rural and frontier counties. From September 2019 Webinar Guest Speakers: * Terry Kerns, Substance Abuse/Law Enforcement Coordinator, Nevada Office of the Attorney General Previous Next HOW IT WORKS DATA COLLECTION AND AGENCY ADMINISTRATION INTERFACE ODMAP is a web interface which can be accessed from any device and through a CAD system. The system is designed to minimize the effort and time required by a first responder to enter data. It will report date and time when accessed, and if the user accesses ODMAP in the field, the system will default to the GPS coordinates of the device for the location, or they can enter an address. The user must record whether or not the overdose incident is fatal or non-fatal and the extent to which naloxone or an overdose reversal drug was administered, in all taking seconds and provides the Level 1 user a confirmation when entered. API DATA COLLECTION An Application Programming Interface (API) is a popular method for stakeholder agencies to contribute data without creating additional (manual) reporting or processes. The API allows for data integration by connecting with the agency or state’s Record Management Software (RMS) to ODMAP. An API allows for the direct, automated integration of the two systems. ODMAP connects to diverse fields such as EMS, Law Enforcement, and Health. EMS has adopted the National Emergency Medical Services Information Systems (NEMSIS). Law Enforcement does not have an industry adopted standard similar to NEMSIS, although, there have been attempts at utilizing the National Information Exchange Model (NIEM) standards, it is not implemented nationally. As a result, ODMAP developed a custom API which is simple to consume across disciplines. ODMAP utilizes a REST API, combined with a JSON payload to transfer data between both systems. This is a combination of modern technology that is developer friendly and compatible with nearly all programming languages. Once an Agency identifies the data in their RMS, it takes approximately 2-3 weeks to implement the API. NATIONAL MAP ODMAP data is controlled unclassified information (CUI) and may only be released to authorized personnel. Recipients of this information must have a need and right to know the information in the performance of their criminal justice and public health functions. The National Map is designed as a tool for decision-makers to be able to view and analyze the data, nationwide, submitted to ODMAP. Per the ODMAP Teaming Agreement, ODMAP shall only be used for its intended purposes. SPIKE ALERTS ODMAP is a system designed to provide vital information to relevant stakeholders in real time. Spike alerts can be set-up to notify an agency by email, if the total overdoses in an area exceeds a pre-determined threshold within a 24-hour period. Spike alerts can be established for an agency’s own county, as well as nearby or neighboring counties. By establishing spike alerts for nearby counties, the program can serve as an early warning feature; if a spike in overdoses occurs in a neighboring area, officials can anticipate a spike in their area and prepare. In order to support the needs of our community, the W/B HIDTA public health analysts developed a Spike Response Framework which is designed to provide guidelines and promising practices, from peers across the country, in working through an overdose spike. The figure below displays how ODMAP can be utilized to rapidly respond to spikes in overdoses.
