BINSTOCK FOR ALDERMAN Binstock For Alderman It’s time for a change! Vote for Philip ‘Phil’ Binstock, Christian Conservative Candidatefor Mount Carmel Alderman. ABOUT ME Ronald Reagan left the democratic party in 1963 and left his position as Governor of California in 1975. It was that year that I stopped being a Californian. However, I continued to live and work in California. My career was working for State Disability Insurance (SDI), a branch of the Employment Development Department. I processed claims, investigated eligibility requirements, legally represented SDI in Administrative Hearings, then worked as a unit and office manager, and retired as an analyst. As an analyst, I found, reported and helped correct errors including a $750,000,000.00 error. I also served as a liaison between SDI and large companies, such as Bank of America and Kaiser Permanente. When I retired, I was sworn in as a Correctional Officer in the local jail and served as such for over four years. When I married my wife, Lynne, I moved to North Carolina for a few years, and then to Mount Carmel Tennessee. I resumed my work part-time as a Detention Deputy in the Hawkins County Jail. I have done volunteer work throughout my life, with various churches and charities, with the Los Angeles Police Department, and Project Literacy USA to name a few.I care about Mount Carmel and want to get much more involved. SOME OF MY CONCERNS MOUNT CARMEL DUMPING GROUNDS? Little by little, Mount Carmel is becoming a dumping ground. For example, just west of 530 Main Street West the collection of derelict vehicles makes the neighborhood look like a slum. There are businesses and homes there sitting in what appears to be a blighted area. At other intersections, there are collections of blighted houses and derelict vehicles as well. While this may not be illegal, steps should be taken to prevent Mount Carmel from imploding. How about some of the following: Community cleanups, discuss with neighbors which area to address first and prioritize other areas, consider job training programs for at-risk youths and low-risk inmates, implement policies, incentives, and regulations to prevent abandonment, pass ordinances to repurpose vacant properties, clean and clear overgrown lots, hold open door meetings to discuss active violations with violators before enforcing code sections. It is time for a change, and I will work to end the continuing ruin of this city. Give me a chance to better serve you. MOUNT CARMEL IS FACING HUGE FINES & PENALTIES Mount Carmel is facing fines and penalties up to $300,000.00 for the manner in which it has operated or failed to operate its Sewage Treatment Facility since at least the early part of 2022. As of now, Mount Carmel is in the process of hiring someone part-time and temporarily to determine what needs to be done, and hopefully start revamping the plant. Mount Carmel has a population of about 5,500 people, so $300,000 in fines is an abuse and waste of about $54.00 per man, woman and child. This is unconscionable. It is time for a change, and I will work to end this cycle of wasted money. Give me a chance to better serve you. IT'S TIME FOR A CHANGE! VOTE FOR PHILIP "PHIL" BINSTOCK MOUNT CARMEL’S UNNECESSARY SPENDING Spending money unnecessarily in Mount Carmel needs to end. Recently, the City Hall building was repainted in black and white. Paint was poorly applied: splotches, uneven, and drips all over the surrounding walkways and benches. Many residents of Mount Carmel have expressed displeasure at both and the fact that this brick building, an icon of the city was painted at all, and the poor quality of work. Additionally, this miserable paint job cost over $20,000. Even if this was within the budget, there is no reason to desecrate a city icon, or to spend money needlessly. It is time for a change, and I will work to stop useless spending of our city funds. Give me a chance to better serve you. BUSINESS DEVELOPMENT IN MOUNT CARMEL Currently, businesses are having a tough financial time. I would like to see Mount Carmel become more of a business-friendly city. ‘Business-friendly’ means being favorable to business concerns, making it easier for business to legally be profitable. By interacting with Mount Carmel businesses, we can understand and help overcome obstacles they face. Hosting town hall meetings or setting up advisory committees are helpful ways for us to get feedback from businesses. This opens dialogue and creates opportunities for collaboration. Business’ input influences policy decisions and shapes initiatives aimed at improving the businesses. Businesses are more likely to thrive and expand in an environment where their concerns are heard and addressed. Local governments should proactively get feedback not only from established businesses but also from would-be entrepreneurs and startups. By supporting emerging businesses, governments can develop a pipeline of innovation and job creation.
