Working with SIGMA PRINCIPLES OF PUBLIC ADMINISTRATION A FRAMEWORK FOR GOOD PUBLIC ADMINISTRATION The Principles were first developed in 2014 to set out in practice what a well-functioning public administration looks like. A revised edition was published in November 2023 that updates the framework in line with the most recent standards and practices. More key SIGMA publications NEWS & EVENTS 12345 PARLIAMENTS AND EVIDENCE-BASED LAWMAKING IN THE WESTERN BALKANS, SIGMA PAPER NO.68 Parliaments have a unique role in ensuring that adopted laws, regardless of who initiated them, are evidence-based and fit-for-purpose. This paper examines how laws are planned, initiated, prepared, scrutinised and evaluated by the parliaments of six Western Balkan administrations, providing key findings and recommendations on planning and implementing future reforms. TOWARDS A SUSTAINABLE QUALITY MANAGEMENT APPROACH IN THE EAP REGION – 27-29 FEBRUARY 2024 SIGMA and GIZ continue collaborating in 2024 with a series of events designed to promote public administration reforms in the Eastern Partnership Region through the strategic implementation of the Common Assessment Framework (CAF). The first stage was co-organised with ReSPA in Montenegro, where participants shared experiences from countries in the Western Balkan region and EU. HIGH-LEVEL CONFERENCE ON CHALLENGES IN DELIVERING EFFECTIVE AUDITS OF STATE BUDGET ACCOUNTS The event was organised on 28-29 February in Budva by SIGMA and the State Audit Institution of Montenegro under the auspices of the Network of Supreme Audit Institutions of Candidate and Potential Candidate Countries, with 12 Supreme Audit Institutions and five Ministries of Finance participating. SIGMA MONITORING REPORT: PUBLIC ADMINISTRATION IN UKRAINE (DECEMBER 2023) Public administration reform has been a priority in Ukraine since the Revolution of Dignity in 2014. This report presents the state of play of Ukraine’s public administration system at the end of 2021, before the start of Russia’s war of aggression against Ukraine, as well as the situation in 2023, almost two years into the war, and provides recommendations for the way forward. SIGMA - GIZ EASTERN PARTNERSHIP REGIONAL FUND ACADEMIES FOR EAP COUNTRIES – 27 NOVEMBER -1 DECEMBER 2023 This series of academies proposed in-depth discussions on Service Design and Delivery in a Digital Age, aiming at enabling networking, exchanges between the countries in the region, and examining inspiring EU practices.
