NEED TO KNOW

The District is currently seeking candidates to fill open positions for the Kern
County seat (1) and ethnic small-business owners(2) on the 13-member
Environmental Justice Advisory Group (EJAG). Interested individuals must submit
an EJAG application..

The applications are due by January 24, 2024.
The EJAG will work to collaboratively educate the public and community
stakeholders about current District activities and air quality in general, and
will review overarching District programs and strategies to provide feedback.

The District is currently seeking candidates to our Southern Regional Hearing
Board, which hold monthly hearings and make decisions on variance applications
pertaining to air quality rules and regulations affecting business and industry
in the Valley, appeals to permits, orders of abatement, and revocations of
permits. There are currently the following vacancies: SOUTHERN REGION HEARING
BOARD (must reside in Kern or Tulare County) (1) Engineer Primary Member and
Alternate position.

District’s Tune In Tune Up program serves as model for the state according to
UCLA report
A recent report by UCLA’s Luskin School of Public Affairs Luskin Center for
Innovation finds that the District’s Tune In Tune Up Vehicle Repair Program not
only has reduced vehicle emissions in the most environmentally disadvantaged
region of the state but also has done so in an efficient manner that
accomplishes equity in opportunity and benefit distribution. Read the Full
report here. In response to the COVID-19 pandemic, the District modified the
Tune In Tune Up Vehicle Repair Program to operate in the absence of weekend

low income and disadvantaged communities for participation in the clean vehicle

Finance
District Receives Clean Fiscal Compliance Audit From California Department of
Finance
The California Department of Finance conducted a fiscal compliance audit of the
District’s implementation of the California Air Resources Board air pollution
reduction incentive programs over a 10-year period. On July 20, 2022, Department
of Finance notified the District that it had completed it fiscal compliance
audit. The audit report came back as a clean audit that did not identify any
deficiencies in internal controls. This audit once again demonstrates that the
District continues to be good stewards of public funds, specifically the air
pollution reduction incentive programs that support improving the health and
quality of life for the Valley residents. The District appreciates the results
of this state audit as it reaffirms the District’s focus on robust fiscal
controls, accountability, and transparency in the use of public funds. Click

Valley Air District is Seeking Hearing Board Members in the Northern Region (x1
Medical Primary Member) and Southern Region (x1 Public Primary Member)
The San Joaquin Valley Air Pollution Control District has three Hearing Boards
which hold monthly hearings and make decisions on: variance applications
pertaining to air quality rules and regulations affecting business and industry
in the Valley; appeals to permits; orders of abatement, and revocations of

District Receives Award for Excellence in Financial Reporting
The Government Finance Officers’ Association (GFOA) awarded the District the
Certificate of Achievement for Excellence in Financial Reporting, the GFOA’s
highest form of recognition in governmental accounting and financial reporting.
This award was for the latest District’s Annual Comprehensive Financial Report
(fiscal year 2020-21 ACFR) representing a significant achievement for the
District and representing its commitment to meeting the highest principles of
Governmental reporting and transparency to the public. To earn this award, an
impartial panel judged the ACFR as meeting the high standards of the GFOA
program, including demonstrating a constructive “spirit of full disclosure” to
clearly communicate the District’s financial story and motivate the public to

eTRIP Commute Verification Survey and Annual Report Deadlines
Worksites subject to the eTRIP rule (Rule 9410) are required to conduct a
Commute Verification Survey no later than December 31 each year. This survey is
designed to collect information as to how employees get to and from work each
day during a week-long period. These worksites are also required to submit an
Annual Report, consisting of the compiled results of the Commute Verification
Survey, to the District by no later than March 31 of each following year.

Air Quality Activists Examine the District's Budget and Spending
The Valley Air District accomplishes more with fewer people and at a lower cost
than other air districts in the state, according to a recent study that compared
