Through analysis of ADB's crisis response activities from 2010-2023, the paper examines how effectively ADB incorporates "build back better" principles - building back timely, safe, inclusive, and with economic potential - to support sustainable recovery and development. The paper finds that higher-performing crisis response operations benefited from strong government capacity, particularly in adjusting economic stimulus packages and prior investments in disaster preparedness and social protection systems. However, challenges such as inadequate targeting of vulnerable groups, data limitations, and shorter implementation timelines hampered effectiveness in some cases. The paper recommends accelerating the transition from crisis to long-term development through policy innovations within ADB and member countries, technological advancements especially for structural measures, and community-driven approaches that ensure local ownership and sustainability. These pathways, when carefully sequenced based on country context, can help build a more resilient, sustainable, and inclusive Asia and Pacific region.
