Improving student outcomes is Airick Journey (AJ) Crabill's focus. He serves as
Conservator at DeSoto, Texas ISD. Under AJ's guidance, the DeSoto district
improved their F-rated performances in academics, finance, and governance to B
ratings. He's Education Faculty at the Leadership Institute of Nevada and
National Director of Governance at the Council of the Great City Schools. He
served as Deputy Commissioner at the Texas Education Agency and, as Board Chair
of Kansas City Public Schools, spearheaded reforms that doubled the percentage
of literate and numerate students. Crabill is a recipient of the Education
Commission of the State's James Bryant Conant Award.

As a former teacher and community member, I care about student outcomes but I
often don't know where to contribute since I'm no longer a teacher and I am
not able to serve on a school board at this time. I'm glad to say that this
book is not just for people currently on the school board (though it should
be required reading for anyone who is/or is considering running for school
board). I am happy to say that through this book I learned concrete actions I
can take as a community member.
The book ended with calls to action and I immediately went to look at a
couple of local school boards' recent minutes. I was shocked that one board
did not discuss student outcomes at all and the other only discussed them
briefly in the form of a committee update (which I learned from the book is
not sufficient--student outcomes should be the work of the whole board).
Neither was anywhere near to having the majority of their focus be on student
outcomes, and most of their focus appeared to be on work that should be
delegated to the superintendent.
I'm now planning to make a public comment to encourage both boards to read
this book and start focusing more on student outcomes and less on adult
inputs. The book is very clear while also giving excellent examples and being
easy to read. As a society, we're lucky to have AJ Crabill's wealth of
experience summarized in a way that we can all understand and, more
importantly, in a way that we can actually begin to take action to help
children today.
Please don't hesitate to start on this journey--our children need us to do
better!
PS While the book focuses on school boards, having worked in nonprofits for
the past decade, there is a lot to be learned here that applies to nonprofit
boards as well. I recommend reading this if you are on a nonprofit board or
in nonprofit leadership, even if your focus is not on student educational
outcomes!

This is an incredible book that cuts right to the heart of the problems with
public education: Schools exist to educate kids, but the key policy decisions
are made by adults, so adult interests and considerations tend to dominate.
Simply articulating this important point— and illustrating how it causes
policy to go awry — is AJ Crabill’s major contribution. But that’s just the
first half of the book! The second offers a framework and governance model
for addressing it. This model can be summarized by Crabill’s signature catch
phrase: “Student outcomes don’t change until adult behaviors change.”
(Coincidentally, that is the title of Chapter 4.)
I first heard about AJ during the pandemic, while watching school board
meetings in my home district, Columbus, Ohio. Crabill was brought in as a
governance coach through the Council of Great City Schools. Watching him work
with the school board was a total jaw-dropper — I had never seen someone talk
to arrogant, self-aggrandizing public officials the way he does. With humor
and wit, he cut through the political rhetoric and doublespeak, and always
got to the heart of the matter.
And Crabill knows what he’s talking about. As a former school board president
(in Kansas City), deputy education commissioner (in Texas), and current
governance coach, there are few people in the country with his combination of
real-world experience and aspirational optimism (rather than cynicism). The
book, and the many anecdotes he uses to make his argument, draw on his wealth
of experience.
Two examples illustrate, I think, why adopting Crabill’s framework and
focusing on student outcomes as our North Star is so helpful.
First, consider school closures. No policy debate is more emotional or
politically toxic than closing under-enrolled schools. The decision
implicates jobs, and affects neighborhoods, which view local schools as
community institutions. But as AJ writes in the book about his time in Kansas
City, which faced a horrible under-enrollment problem, keeping half-empty
schools open to protect jobs or keep neighbors happy ultimately means not
doing right by students.
“As school populations dropped, previous school boards should have responded
by either finding ways to increase enrollment or reducing the number of
schools — either strategy would have led to there being enough students at
any school to ensure access to AP courses,” he writes on page 28. “But
because schools are politically challenging to close, given the impact on
adults and students, as enrollment declined, decades worth of school boards
had failed to do their duty to property govern the school system; they had
failed to make hard choices … The net result of [AJ’s mentee] Josh’s
revelation to me was this: the school board was keeping doors of buildings
open for adults at the cost of closing doors of opportunity for our students.
… When school boards center adult wants and adult preferences above all else,
children suffer.”
Now consider another example: As I write this, we are less than a week out
from a strike in Los Angeles that closed schools there for three days. The
strike was led by low-paid blue-collar workers — bus drivers, cafeteria
workers, custodians. And they made a powerful case for higher pay. One has to
be an absolutely horrible human being to think that these employees don’t
deserve “fair, living wages.” But if one steps back and starts with AJ’s
framework, one has to acknowledge that schools exist to educate children, not
to provide jobs for adults that pay for what those adults believe they are
worth. Resources are scarce, and any money used to pay blue-collar workers
more than regular market wages is money that cannot be invested in the
classroom to improve student outcomes — to help students develop the skills
they need to ensure that they, as adults, will have options and will not get
stuck in the same low-paid, poverty-level occupations. In education,
tradeoffs and scarcity are always real and policy is often zero-sum— as much
as many activists would like to pretend otherwise. When making these
tradeoffs, AJ’s framework reminds us to start with the interests of students,
not that of adults, as difficult as that can sometimes be.

Indeed, what board members (and community members) THINK is effective
governance often the opposite. This is a mismatch with tremendous
repercussions that affects EVERY school board, and therefore every student.
The author is imminently credible, having improved student outcomes in
numerous districts—first as a board member, then as leading board governance
reforms across Texas, and now across the country. Few other people can point
to such success. Crabill’s prescription for better governance is less of a
technical playbook, and more of a mirror where well-intentioned board members
must confront behaviors that they thought were effective but are actually
harmful. Pressing the reader to challenge their convictions, Crabill lays out
his case with air-tight logic and poignant anecdotes.
This is a book for today’s moment when school boards have lost their way.
Crabill’s approach is packed with common sense, but extraordinarily difficult
to pull off. However, if board members, administrators, parents, and
community members REALLY want to improve student outcomes, this book is
required reading.
