Mitsubishi has been selected to develop a US$96mn 20 MW solar power plant in
Hurghada, according to a report from Al Mal News. The consortium, which was the
sole bidder in the tender, may collaborate with a local company to handle the
design, construction, operation, and maintenance of the plant for two years. The
project, initially expected to begin operations in mid-2019, faced delays since
2016 until the Japan International Cooperation Agency (JICA) agreed to extend a
US$106mn loan to the New and Renewable Energy Authority (NREA). The plant will

subsidiary of Saudi Real Estate Co. (Al-Akaria), has been awarded a major
contract to build a Treated Effluent Sewage (TSE) network as part of the Green
Riyadh mega project. The contract, valued at US$176mn, was granted by the Royal
Commission for Riyadh City, according to a statement from Al-Akaria. Green
Riyadh is one of the world’s largest urban forestation initiatives, aiming to
enhance Riyadh’s ranking among the top 100 most livable cities globally. It is
one of the four grand Riyadh projects launched by Saudi King Salman in March
2019. The plant will be located in the Hamriyah region of Sharjah. ISSUE 4 2024

plant (IWP) in Sharjah, with a capacity of 410,000 m3/day, at a total cost of
US$693mn. The contract encompasses the full spectrum of project development,
including design, financing, engineering, procurement, construction,
commissioning, completion, testing, ownership, operation, maintenance, and
insurance, as stated by the company in a filing to the Saudi stock exchange on
Wednesday. In addition, Hamriyah Developer Holding Company, which is 45% owned
by ACWA Power, has signed a 30-year water purchase agreement with the Sharjah
Electricity, Water and Gas Authority (SEWA).

Exploring modular construction

T he wind energy sector in the Middle East is gaining traction, driven by the
region's need to diversify its energy sources and reduce carbon emissions.
Countries such as Saudi Arabia, the UAE, Oman, and Egypt have rolled out
significant projects over the last year, highlighting their commitment to clean
energy.Saudi Arabia stands out with its Dumat Al Jandal wind farm, which is the
largest wind energy project in the Middle East, with a capacity of 400MW.
Located in the Al Jouf region, this wind farm was connected to the grid in 2023
and has already begun contributing to Saudi Arabia's renewable energy targets.
The wind farm is expected to power around 70,000 homes and reduce carbon
emissions by approximately one million tonnes per year. The project is a joint
effort involving Masdar and EDF Renewables, signalling Saudi Arabia's serious
investment in wind power. Oman has also made significant strides. The country
announced plans for five new wind power stations with a combined capacity of
1.2GW. The major developments include projects in Dhofar 2 (132MW), Sadah
(99MW), Duqm (270MW), Mahut (400MW), and Jaalan Bani Bu Ali (270MW), all
expected to be completed by 2027. These initiatives aim to have renewable

including wind power, account for 30% of Oman’s energy mix by 2030. The
government is pushing ahead with these projects to meet its ambitious net-zero
carbon emissions target for 2050. In the UAE, wind energy is a growing interest,
complementing the nation's strong focus on solar energy. While not yet a primary
source of renewable energy, the UAE has initiated discussions about offshore
wind farms and is considering projects that could contribute significantly to
the national grid. The UAE has been a key player in renewable energy investment
globally, hosting COP28, which further positions the country as a leader in the
region’s clean energy transition. North African projects Egypt has been steadily
increasing its wind energy capacity. The country’s Gulf of Suez II wind farm,
with a 504MW capacity, is part of a broader push to meet 42% of its energy needs
from renewables by 2035. It is expected to enter into commercial operation in
August 2025. Supported by international funding and expertise, Egypt is looking
to expand this sector further, with additional wind projects in the pipeline.
One more notable wind energy project in the Middle East is Jordan’s Tafila Wind
Farm, which was completed in late 2022. This 117MW project is the largest of its
kind in Jordan and a key component of the country’s renewable energy strategy.
Located in the southern part of Jordan, the Tafila Wind Farm contributes to
about 3% of the country’s total energy needs and helps Jordan move towards its
goal of sourcing 20% of its energy from renewables by 2025. ■ The Tafila Wind

Renewables Integrating hydropower Saudi Arabia has begun developing dams and
lakes to address energy needs. S audi Arabia is actively expanding its renewable
energy projects, and its latest hydro developments are integral to this
strategy. One of the most notable projects is the Trojena Lake within the
futuristic NEOM development. The lake is part of a larger hydropower initiative
under the NEOM banner, with an artificial freshwater body covering 1.5 sq km. It
will serve as a central feature of the Trojena district, providing energy
storage and supporting a unique luxury tourism ecosystem. The project, led by
Italian construction giant Webuild, involves the construction of multiple dams
made from roller-compacted concrete (RCC) and is expected to significantly
contribute to NEOM’s energy and tourism goals. Additionally, Saudi Arabia has
launched several dam construction projects aimed at enhancing water security and
supporting energy generation. Four new dams are under development in the
southern Asir region, designed to not only conserve water but also promote
recreational activities around them. These projects aim to integrate sustainable

NEOM Green Hydrogen initiative. This project, set to be operational by 2026, is
considered one of the world’s largest green hydrogen plants and incorporates
renewable energy from both wind and solar sources. The integration of hydropower
here is indirect, as water will be used in the electrolysis process to produce
green hydrogen. Once complete, this plant will produce 600 tonnes of hydrogen
per day, significantly reducing carbon emissions and playing a key role in Saudi
Arabia’s move towards a sustainable energy future. In addition to these
large-scale projects, Saudi Arabia is also investing in small-scale hydropower
initiatives, including several in rural areas aimed at improving local water
management and energy generation. These efforts are part of the Kingdom’s
broader plan to integrate more renewable energy into its national grid under the
Vision 2030 framework. These projects demonstrate Saudi Arabia's commitment to
utilising hydropower and water resource management as part of its broader
renewable energy and sustainability goals, contributing not only to energy
