Haíłzaqv / Heiltsuk means “to speak and act in the right way.” It embeds our
ancient and contemporary principles and frames our relationships with each other
and with our natural world. It informs our ǧvi̓ḷás (laws) to uphold our
traditional and contemporary practices to ensure continued sustainability and
sustenance for the generations to come. It requires us to leave a legacy of an
intact and thriving Hailzhaqv world that our future children will benefit from
to ensure health and wellness.


WHO ARE WE?

Historically, our traditional governance system was well established based on
inherited leadership through our Y’mas (Hereditary Chiefs), their advisors and
the community as a whole.

Sections 81-86 of the Indian Act gives band council the authority to create and
pass by-laws. These are applicable and enforceable only within the boundaries of
Indian reserves.  They applied to all residents regardless of status.  To be
enforceable, they must be enacted through the process outlined in the Indian
Act.

This department was formed in September 2019 as a support for community safety
during the COVID pandemic lockdown.  Its mandate is to patrol the streets and
check on HTC buildings for security checks.  Pertinent information is recorded
on a log manifest noting condition of buildings including acts of vandalism,
unlocked doors, suspected break and entries, and security equipment malfunction
checks.

The mandate of Haíɫcístut is the foundation of the reconciliation process.  It
is a Heiltsuk word that means “to turn things around and make them right
again.”  This was chosen to describe a new relationship with Federal and
Provincial governments to right the wrongs that were imposed through the Indian
Act and its assimilation policies.

Rekindling Gvilas aims to explore Heiltsuk Gvilas; in phased approaches that
align with community, culture, tradition, values that are supported and guided
by our respected elders, knowledge keepers, chiefs, community and Heiltsuk
members. Taking our Gvilas and translating and transforming to contemporary and
modern-day governance practises.

The purpose of this salmon enhancement program is to support in the rebuilding
of salmon stocks that are considered vulnerable.  This supports food harvest
opportunities as well as commercial fishing dependant on return of salmon
stocks. Habitat is created to enhance and sustain salmon populations through
local hatchery program at McLoughlin Bay River.

This department’s mandate is to oversee and manage social assistance to ensure
basic needs are met.  It also oversees the following services:  Community
advocacy, Outreach services, Free Store, Family Violence initiative, Daycare
services, Youth Skills link training, summer student work experience program,
Christmas stocking fund among countless other support services.
