Homelessness and lack of appropriate mental health care interventions can cause

behaving erratically outside a Texas business. The man was wildly waving some
kind of staff, pacing back and forth in front of the windows and pointing
emphatically as his pants fell further and further down his legs.

and placed the man in custody, removing him from the area.
