At this point in our history as Americans and as New Jerseyans, it is imperative
that we must act to fight climate change. We’re well aware that the situation is
becoming dire, and climate change can often feel like an insurmountable task.
Fortunately, at this moment, we have something real and substantial that can
help in a momentous way. The Inflation Reduction Act is a historic attempt to
fight climate change with quantifiable outcomes, to ensure a healthier and more
equitable future for our planet.

With Congress poised to give final approval to the legislation later this week,
we are finally taking a major step forward in our emissions reduction goals.
After decades of advocacy, Mother Earth and her children are finally receiving
the leadership we need from the federal government.

Through my work with the NAACP New Jersey State Conference and as a founding
member of New Jersey Progressive Equitable Energy Coalition (NJPEEC), I have
been fighting for justice via environmental policy for years. NJPEEC is a
coalition of civil rights and frontline community advocates, who promote
policies at the state level that leverage clean energy to address accessibility,
economic opportunities, health, jobs, and investments in underserved
communities. This federal climate bill is essential for groups historically
overlooked and legislatively underrepresented, which include Black people and
communities of color.

Research shows climate change disproportionately impacts these communities
across the country, and in New Jersey the most densely populated state, our
low-income neighborhoods are more likely to flood in severe storms. Black and
communities of color also disproportionately suffer from conditions like heart
disease and asthma, complications exacerbated by air pollution and warmer
temperatures. For too long these communities have lacked the power and requisite
political influence to change this devastating reality. Optimistically we see
this legislation as a gamechanger. It would begin to address a long history of
environmental racism by investing $60 billion in environmental justice
initiatives — the largest such investment in history.

These investments will make clean energy accessible and affordable while
lowering energy costs for working families through energy efficiency programs.

The bill also includes $1 billion for electric buses and trash trucks to improve
urban air quality; $3 billion targeted at addressing the public health impacts
of pollution in low-income communities; and $3 billion to improve clean
transportation options in these neighborhoods.

New Jersey is a national model for clean energy investments that also create
jobs and economic opportunities. Take for example, the Garden State’s burgeoning
offshore wind industry and how it’s going to harness clean energy to combat
emissions from dirty fossil fuel plants. We also have Trenton pushing the
industry to make New Jersey a center for offshore wind energy manufacturing in
disadvantaged communities like Atlantic City and Paulsboro.

This federal climate bill would amplify these investments. It has the potential
to create millions of jobs with billions of dollars in investments in clean
technology manufacturing so that the solar panels, wind turbines, and batteries
that will power the 21st-century clean energy economy are built right here in
the United States.

No piece of legislation is perfect, and we recognize we have much more to do.
But a victory like this proves that change is possible and that government,
working with advocates, can make transformational change a reality.

Now, even as we celebrate this victory, we must build on this success and
continue our fight to build a sustainable future for every New Jerseyan.

Marcus Sibley serves as the chair for the NAACP NJSC Environmental and Climate
Justice Committee and the New Jersey Progressive Equitable Energy Coalition
(NJPEEC).
